- Notice of Intent to Sole Source Award / Sources Sought THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT / SOURCES SOUGHT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition & Property Operations. The USFWS Division of IRTM intends to award a firm fixed price sole source base plus two option year contract under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements to: Hewlett Packard Enterprise Company (HPE) 11951 Freedom Dr. Ste. 450 Reston, Virginia 20190 The North American Industry Classification System (NAICS) code for this requirement is 323120, Custom Computer Programming Services. The object of this sole source award is to have continued operation of our on-premises, infrastructure capacity services solution currently supporting various FWS locations. The solution includes infrastructure, infrastructure installation, reactive and proactive support, metered billing, capacity planning, and support planning/review cadence. The U.S. Fish and Wildlife Service (FWS) currently has an existing capacity services investment with the vendor HPE, providing the Service with support for FWS core data centers and various edge remote locations. Specific objectives include the following: Provide infrastructure in a pay-for-use model; provide detailed monthly billing of infrastructure used; offer a consumption analytics portal that provides visibility into usage and spend, along with active capacity planning. This portal enables transparency to see costs by service type, location, or other parameters, and aggregates usage across on-premises and public cloud deployments, unified in one management console. Additionally, the objectives include assisting with capacity planning using trend analysis from previous usage and future project requirements and providing new infrastructure as existing infrastructure reaches end of life/end of support. Extensive work has been done to design and implement a pay-for-use solution tailored to the requirements of FWS. HPE is uniquely qualified to provide this service to FWS as the platform enables a complete life cycle management experience, brings all the services (compute, storage, network) under a single platform with a single sign on, with a fully transparent fixed pricing band pay-for-use model. HPE is uniquely qualified to meet the requirements of the FWS due to its exclusive possession of proprietary technologies, copyrighted solutions, and patented innovations that restrict competition. HPE has invested heavily in developing a tailored pay-for-use solution that integrates compute, storage, and network services into a single platform, all supported by their proprietary software and tools. These proprietary elements, protected by patents, enable seamless integration and management, ensuring FWS benefits from an unparalleled infrastructure experience that no other vendor can replicate. The fixed pricing band pay-for-use model offered by HPE is underpinned by proprietary financial management tools that enable precise cost prediction and control. This model, exclusive to HPE, allows FWS to scale resources as needed without incurring unexpected expenses, ensuring both cost efficiency and predictability. HPE GreenLake, a proprietary platform, exemplifies these capabilities by providing an on-demand IT infrastructure that allows organizations to pay only for what they use. The uniqueness of this platform and the financial tools supporting it are protected by patents, making it impossible for other vendors to offer a similar solution. Additionally, HPE's regulatory and compliance expertise further solidifies their unique position. They hold numerous certifications and accreditations, ensuring compliance with stringent government standards and regulations. HPE's ongoing investment in innovative technologies and their portfolio of patented solutions, such as HPE InfoSight for predictive analytics, provide competitive advantages that other vendors cannot match. The combination of proprietary technology, patented solutions, and regulatory expertise makes HPE the only vendor capable of meeting FWS's specific requirements effectively, as stipulated under FAR 6.302-1. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
