Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division � Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106(b)(1), with Altirnao Inc. in Atlanta, GA a purchase order for AODocs cloud-based software for the Office of Marine and Aviation Operations in Silver Spring, MD. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation.� The Government intends to award a purchase order to Altirnao Inc. Sole Source Justification: The Office of Marine and Aviation Operations (OMAO) Marine and Aviation Cyber Center (MACC)is responsible for establishing directives, technical standards and planning processes for OMAO information and technology resource management, enterprise architecture, information technology (IT) security, data management, local area network operations and delivery of client services. MACC manages OMAO's IT operations, develops and maintains custom software applications, and provides engineering project management for transition of new technology into the NOAA fleet. AODocs is a cloud-based Software as a Service (SaaS) product that is closely integrated with Google for creating, sharing and managing content via an enterprise Document Management platform. In OMAO's widely dispersed operating environment, connected online and offline, AODocs hosts the Civilian personnel and Wage Mariners Performance Management Records and serves NOAA-wide as a resource for maritime and aviation policies, processes and procedures. The primary challenge with any software installed on the OMAO ship is the ability for the software to operate over a high latency low bandwidth satellite connection. In addition, the software must have the ability to reduce its bandwidth use and be set up in a distributed manner. AODocs is the only software that has built in tools that allow each component to be throttled collectively or on an individual basis. In addition, it is the only document management system integrated with NOAA�s Unified Messaging System-Google Drive and Google Workspace. Use of an unauthorized software provider would void any warranties (implied or otherwise) on the current AODocs software currently installed and in use at NOAA/OMAO. The software must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Switching to a differently manufactured software would render the existing software unusable. The investments made to procure, install, configure, test and train personnel on the current AODocs software could not be recovered by procuring and installing another manufacturer's product.� Additionally, transitioning from the existing platform to a new system will be disruptive to OMAO�s business. The level of effort to migrate the existing OMAO data and workflows would not be cost effective. This special notice is not a request for competitive offerors and no solicitation package is available.� However, firms that believe they can provide this supply may submit substantiating documentation in writing within fifteen business days of this notice.� Responses can be sent via e-mail to Abigail.green@noaa.gov.� Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government.� Oral communications are not acceptable in response to this notice.� If no documentation is received, award will be made directly to The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation.� The Government intends to award a purchase order to Altirnao Inc. DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
