- � � � � � � � � � � � � � � � � �AN/MSN-7 Contractor Logistics Support (CLS) Synopsis NOTICE TO FOREIGN CONTRACTORS: This notice DOES NOT PERMIT foreign participation at the prime contractor level. This notice constitutes a request for proposal, request for quote, or invitation for bid. The Government intends to award from this announcement. The intent of this notice is to issue a solicitation notice required by FAR 5.2 - Synopsis of Proposed Contract Actions.� The Pre-synopsis was posted�18 Jun 2024 and closed 3 July 2024�in preparation for release of the Request for Proposal. Additionally, this notice includes the RFP for responsibile vendors to submit proposals. No reimbursements shall be made for any costs associated with reviewing, providing material, or providing information in response to this announcement or any follow up information requests. Nothing shall be construed herein to commit or obligate the Government to further action as a result of this announcement. Contractors not responding to this announcement will not be precluded from participation in any future solicitation, if issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government intends to award a Federal Acquisition Regulation (FAR) Part 15, single award Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) with a Cost Reimbursable No Fee Travel Contract Line Item (CLIN) In Accordance With (IAW) the Joint Travel Regulations (JTR) contract. The Government anticipates that the contract will consist of one basic period of two (2) month Phase-In and a ten (10) month full Operational Capability, with eight (8) additional 12-month option periods and includes FAR 52.217-8 Option to Extend Services for six (6) months for a total of nine (9) and one-half years/one fourteen (114) months. BACKGROUND� The AN/MSN-7 Communication Central System, also known as the Tower Restoral Vehicle (TRV), is a deployable air traffic control tower used for control of aircraft during taxi, takeoff and landing on and around airfields. The AN/MSN-7 operates as a self-contained system, with a primary vehicle that contains all electronic equipment required for operations and a support vehicle that provides normal deployment. The primary mission of the AN/MSN-7 is to provide rapidly deployable Air Traffic Control (ATC) tower services for USAF deployment operations, such as bare bases and alternate off-base landing areas. The secondary mission of the AN/MSN-7 is provide temporary replacement of existing air traffic control tower facilities while they are being repaired or refurbished. Program Description The Contractor Logistics Support (CLS) of the AN/MSN-7 systems, fleet of eighteen (18) (16 operational, 1 trainer, and one mock-up). Support requirements to include program management and supply of all the AN/MSN-7 parts, support equipment components, all system materials, and consumables as well as replenishment of spare parts. The effort also requires the Contractor to provide depot-level and system level maintenance down to Line Replaceable Unit (LRU) level repair as needed, procurement, and installation services on an as required basis. This effort shall assist in meeting the required AN/MSN-7 Operational Availability (A0) rate of 98%. The Contractor shall not be responsible for repair or maintenance of the PRC-113 radios or the High Mobility Multipurpose Wheeled Vehicle (HMMWV) that is associated with the AN/MSN-7. Update:� Secure Access to Documents Prospective offerors MUST provide a valid DD Form 2345 (Military Critical Technical Data Agreement) via email to be granted access to view the secure documents (technical orders, drawings, etc). Upon review and approval of the valid DD Form 2345 to the Contracting Officer offerors will be granted access to the secure documents.
