National Park Service - Guadalupe Mountain National Park (GUMO) - Wellsite Reclamation and Road Repair Project The National Park Service - Washington Office � Contracting Operations - Strategic Branch has a requirement for the examination of a single wellsite, inventory of existing artifacts, removal of existing trash and debris related to the oil and gas operations, and the restoration of the Williams Ranch access road at the Guadalupe Mountain National Park (GUMO), located in far West Texas on the north side of US Hwy 62/180. GENERAL: This is a NEW requirement. This is a PRE-SOLICITATION NOTICE only and does not constitute a solicitation; accordingly, no response is due at this time. No questions nor phone call will be accepted about this pre-solicitation notice. All questions and phone calls will be addressed after the solicitation is posted through official amendments. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued sometime after August 8, 2024! The entire solicitation package, including all attachments, will be available electronic through SAM.gov only. Paper copies of this solicitation are not and will not be made available. Anyone wishing to participate in this proposed procurement must obtain their copy from SAM.gov | Home. Copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov | Home. Contractors will be solely responsible for obtaining amendments from this site to update files. PROJECT SCOPE: The Contractor shall provide all material, labor, and equipment required to perform the work described herein according to the contract plans and specifications. The general scope of work includes: Objectives: Contractor shall provide all material, labor, and equipment required to perform the work described herein and all attachments to reclaim one (1) orphaned oil and gas well (Pure Well) and repair the William Ranch Access Road located within Guadalupe Mountains National Park (GUMO). Work shall consist of the following: 1. Pure Well site examination and inventory, 2. Williams Ranch Access road improvements, and 3. Pure Well site reclamation. a. Remove trash or debris related to the oil and gas operation. b. Secure wellsite artifacts and features to remain. c. Perform minor grading of approximately 0.5 - 0.75 acres of disturbed area, including the staging areas, wellsite area and associated William Ranch access road. Note - both the Williams Ranch access road and the Pure Well wellsite are in a Designated Wilderness Area; therefore, no motorized vehicles are allowed beyond Williams Ranch. Motorized vehicles are allowed on Williams Ranch Access Road but requires high clearance 4x4 vehicles and/or vehicles capable traveling along unpaved and extreme rough roads. Access to the wellsite requires approximately a 3.8-mile one-way hike on foot, or through use of mule team. The site can also be accessed by helicopter, but no helicopter landing is authorized in the Designated Wilderness Areas. Work may only take place between September 1 and March 30 to prevent impacts to Mexican Spotted Owl breeding locations. PLACE OF PERFORMANCE: Guadalupe Mountain National Park (GUMO), located in far West Texas on the north side of US Hwy 62/180. PROCUREMENT TYPE: The solicitation and resulting award will be conducted under FAR Part 15 - using Lowest Price Technically Acceptable under FAR 15.101-2, and FAR 36 - Construction and Architect-Engineering Contracts. The Government will issue a single firm fixed price contract in accordance with FAR 16.2. SET-ASIDE: This acquisition will be a 100% Indian Small Business Economic Enterprises (ISBEE) as authorized by DOI-AAAP-0011. Offers will only be accepted from ISBEE small business concerns. Offers received from concerns that are not ISBEE small business concerns shall be considered nonresponsive and will be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 237120 - Oil and Gas Pipeline and Related Structures Construction and the small business size standard is $45.0. PERIOD OF PERFORMANCE: 160 Calendar Days from Notice Proceed, but work is restricted to September 1, 2024 through March 30, 2025 because of the Mexican Spotted Owl habitat. Pre-Proposal Meeting is schedule for: Will be a virtual Team meeting is scheduled for Wednesday, August 14, 2024, and 2 PM Mountain Time. Specific link will be included in solicitation. No actual site visit is planned, nor are contractors allowed to visit the site on their own do safety risk at the site. The solicitation will include significant information, including detailed maps and photos the document the access road repairs and the oil well site. NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database shall cause your firm to be ineligible for the award and removed from consideration. NOTE 2: As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c)(3)), the offeror certifies, by signing this offer, that biobased products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 2902, subpart B) to be used or delivered in the performance of the contract, other than biobased products that are not purchased by the offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.
