- Description: This is a combined synopsis/solicitation for commercial goods and commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 1240BK24Q0110 and is issued as a request for quotation (RFQ). The NAICS code is 333111, Farm Machinery and Equipment Manufacturing. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2023-05.� The USDA, Forest Service, Rogue River Siskyou National Forest requires two plot combines with the with the following Minimum Requirements: Specifications General Vendor must demonstrate prior experience with manufacturing plot combines that meets specifications described below and demonstrate that the plot combine has been successfully used for grass and forb seed harvesting and is a durable and reliable product. Plot combines for grass forbs Dimensions: Length with crop dividers: max 21.5 ft. Height: max 10 ft. Track width center to center: 63�- 72� Turning diameter: max 30ft for high maneuverability Weight: min/max: 7,700/8,800 lbs. Engine and Drivetrain: Minimum 75 HP diesel engine, water cooled, tier 5 emission standard Engine must be installed in the rear of the combine to reduce noise in the cabin Engine accessible easily from all 4 sides and top through doors Hydrostatic drive, 0-10.5 mph 4-wheel drive system Hydraulic power steering Minimum 26 gallon fuel tank �Heavy duty construction, rear axle spindles hinged on top and bottom Cabin Controls and Safety: Cabin with curved windows, decoupled mounting and engine mounted on the rear for low noise level below 79.5 db Cabin needs to be tip over certified to provide additional operator safety (provide certificate) Cabin needs to include: A/C, head lights, height and inclination adjustable steering column Dust filtration system Spring suspended driver seat and operator seat 5� color display monitor in cabin for setting of all combine parameters Can bus control system � monitors all threshing and engine parameters (old style relay electrics is not preferred for reliability). Easy trouble shooting by self diagnosing system giving comprehensive error messages Software updates via USB stick Rear view camera integrated into combine color monitor for driver awareness and safety Threshing and Cleaning System: Concave clearance must be hydraulically adjustable Easily change concave by pulling it out from the side without tools Minimum concave surface area of 3.8 sqft Threshing cylinder speed must be adjustable between 240-1680 rpm Threshing cylinder with 6 rasp bars and a minimum diameter of 16 in. Disc clutch to engage the threshing system Automatic throttle down for thresher system engagement Beater drum must be smooth square tube style and synchronized with the threshing drum Two stage surface shaker consisting of 2 exchangeable sieve sections, minimum surface area of 19 square feet Must be able to move the cleaning sieve to the shaker position and vice versa. Axial flow cleaning fan blowers, adjustable on the color display and in the rear of the combine Pneumatic grain feed system Air foil separators for seed separation (cyclones can cause seed damage and therefore not preferred) Equipment for threshing grasses Caulked rivets and corners and scrapers inside the header and thresher main conveyor belt for small seed retention Air compressor for cleaning Seed Handling and Bagging: Minimum 1100 l Grain tank must be installed in the center of the combine for equal weight distribution Full width of grain tank floor to open into threshing box for easy clean out 15 bu/min unloading speed, unloading entire tank in less than 2 minutes Bagging system in cabin, mounted on the rear wall for ergonomic use. AGAR Clause 452.204-70 Modification for Contract Closeout As prescribed in USDA�s Contracting Desk Book 404.804 and 413.302-5, insert the following clause: MODIFICATION FOR CONTRACT CLOSEOUT (DEVIATION JUNE 2024) �(a) If unliquidated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment. (b) Upon contract closeout for contracts utilizing SAP: if unliquidated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. (c) Upon contract closeout for contracts utilizing anything other than cost reimbursement, if unliquidated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and a ��Contractor Release of Claims�� and will be required to provide a signature on both forms. If the bilateral modification and Release of Claims are not returned to the CO within 120 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.� (End of clause) QUOTED PRICE MUST INCLUDE: Delivery costs as well as any applicable duties, brokerage, or customs fees shall be itemized on the Quote.� DELIVERY DUE DATE: The Government requires delivery on or before December 20, 2024, however, each offeror shall include their proposed delivery schedule as part of their quotation. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer.� Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting quotation. The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. Responses shall include technical specifications, descriptive material, and capabilities of the offeror�s equipment. Offerors shall identity where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein.
