Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price, sole source Contract on behalf of the United States Army Aeromedical Research Laboratory (USAARL) to Humanetics Innovative Solutions, Inc. Farmington Hills, MI under the authority as prescribed in FAR 16.505(a)(4) Brand Name. USAARL requires the THOR-50M headform, neck, and instrumentation to capture engineering data to predict injury from facial and head low rate blunt impacts in order to improve military helmet standards and to compare its kinematic responses to other anthropometic test devices (ATD). The headform of the THOR-50M comes with 14 channels for instrumentation that allows for tilt sensors, facial load cells, angular rate sensors (ARS), and accelerometers. An accelerometer mounting fixture comes pre-installed in the headform that can fit 3 uniaxial accelerometers at the CG of the headform, 2 uniaxial accelerometers at the rear of the headform, 2 uniaxial accelerometers at the side of the headform, and 3 ARS at the CG of the headform. There is a mounting insert at the top of the headform that allows for 2 uniaxial accelerometers. Therefore, the headform is designed to allow for either a nine-accelerometer package (NAP) setup (i.e., 3-2-2-2 method) or a 3-accelerometer, 3-ARS setup. A tilt sensor used for measuring the angular orientation of the head about the frontal and lateral axes can also be installed within the skull cavity. Additionally, the headform comes with a pre-installed internal ballast weight within the skull cavity to allow for the adjustment of the CG location and overall mass of the assembly to meet human requirements. The face assembly of the headform includes face foam, a face plate, and 5 compression load cells. These load cells are located at the eyes, the cheeks, and the chin. The face foam represents human soft tissue and matches human impact loading characteristics. The neck of the THOR-50M comes with 15 channels for instrumentation that allows for load cells at the front and rear springs and the upper and lower sections of the neck and includes a preinstalled potentiometer at the condyle pin location. The design of the neck offers an enhanced representation of the occipital condyle and of the bending shape for both front and lateral responses. The THOR-50M equipment to be purchased will include the following items: One (1) THOR-50M headform with all preinstalled hardware One (1) THOR-50M neck with all preinstalled hardware Five (5) compression load cells in the face of the headform Two (2) at left and right eye Two (2) at left and right cheek One (1) at chin One (1) accelerometer array fixture to be installed at the CG of the headform that includes the following: Three (3) uniaxial accelerometers Three (3) ARS One (1) compression load cell at the base of the front spring of the neck One (1) compression load cell at the base of the front spring of the neck One (1) six-axis load cell at the upper section of the neck One (1) six-axis load cell at the lower section of the neck Any other firms desiring consideration must submit capability statements and identify their interest and capability to provide these services.
