- Announcement Type: Special Notice Classification Code: 6695 Announcement Number: NB685100-24-02753 (NOI) Subject: Notice of Intent to Noncompetitively Acquire SIOS Laser Displacement System The National Institute on Standards and Technology (NIST), Dimensional Meteorology Group (DMG) requires a compact laser interferometer system to integrate into a NIST custom-built laser micrometer. The current system uses a laser interferometer that has an offset between the outgoing and incoming measurement beams. This can increase the error in the measured length and requires heavier optics which can cause errors due to deformation of the instrument. A new laser displacement system produced by SIOS has a zero offset between the incoming and outgoing beams, which make alignment of the laser simpler, reduces the errors caused by the weight of large optics, and potentially reduces the offset error. This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b) via FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this procurement is to reduce the error in the NIST laser micrometer measurements. After thorough evaluation, it has been determined that the SIOS Laser Displacement System from manufacturer, SIOS (Piezosystem Jena, Inc [US Distributor]), is essential for several reasons: Technical Specifications: �It is critical that NIST obtain a unique laser displacement system that has the laser source aperture and the return aperture collocated in the laser head. This attribute allows for easier and faster alignment, reduces the number of components requirement for the instrument, and reduces the error associated with abbe offsets. Other technical specifications required include: Near zero offset (< 1 mm) between incoming and outgoing laser beam centers; Measurement uncertainty (k=2) of better than 0.15 micrometer/meter in NIST laboratories; Minimum range of measurement 4 meters; and Frequency stability 2 x 10 -8. A SIOS laser displacement measuring system produced by SIOS and sold Piezosystem Jena, Inc. (the only authorized US distributer), is the only system that meets the capabilities required by NIST. NIST conducted market research from April 2023 � June 2024 by internet searches, discussions with sources, and a sources sought posting. Sources sought NB685100-24-02753 was posted from July 10, 2024, to July 25, 2024 with no responses. The results of that market research revealed that only Piezosystem Jena, Inc., 1 CABOT RD, STE 240, HUDSON, MA 01749, UEI: W1YEBKAN7NR5 appears to be capable of meeting NIST�s requirements. However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.
