NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: AMDTCNOI2402002 Title: Phantom VEO High-speed Camera for Meltpool Imaging Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Vision Research, Inc., located at 100 Dey Road, Wayne, NJ 07474. The purchase order will specifically procure a Phantom VEO 1310 high-speed camera for meltpool imaging fully meeting the technical specifications described below. The Phantom VEO 1310 high-speed camera shall be delivered within 4 weeks After Receipt of an Order (ARO). Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334310 � Audio and Video Equipment Manufacturing, with the small business size standard of 750 Employees. Description The Production Systems Group (PSG) at NIST is actively involved in metals-based additive manufacturing (AM) research, focusing on the development and deployment of measurement science advancements to enable rapid design-to-product transformation. For this purpose, a portable testbed called the Laser Processing Diffraction Tester (LPDT) has been developed to conduct experiments under synchrotron X-ray. The Phantom VEO 1310 high-speed camera is required for existing meltpool imaging requirements due to its sensitivity, high frame rate, resolution, advanced triggering capabilities, and compact size. These features are critical for capturing detailed and accurate images of meltpool dynamics, which are essential for our research in additive manufacturing. Notably, it is the only known camera that is capable of random triggering up to 100,000 fps at a sub-window size of 120 x 120 pixels, which is crucial for capturing keyhole formation and synchronizing with laser control parameters in the NIST LPDT. The camera shall meet or exceed the salient characteristics identified below. The Contractor shall provide a quantity of (1) high-speed camera for meltpool imaging in accordance with the following technical specifications: Sensor type:��������� CMOS Color:��������������� Monochrome Pixel pitch:����������� Less than or equal to 18 ?m x 18 ?m Bit depth:����������� 12-bit or better Resolution:������������ 1.2Mpix or larger Sensitivity:������������ > 30 % Quantum Efficiency (QE x FF)� @ 850 nm; > 60 % @ 550 nm. Shutter:������������ Global shutter Minimum shutter speed:���� Less than or equal to 1 microsecond Data transfer protocol:��� CoaxPress or 10 Gb ethernet Onboard memory:������������� 72 G or larger, able to partition and download while recording. Lens Mount:������������ Must come with c-mount adapter. Frame rates:������������ Greater than 10,000 fps at full resolution. Greater than 100,000 fps at a sub-window size 120 x 120 pixels or above. � Triggering:�������� Random external TTL triggering capability with frequency up to the maximum sample rate for the defined resolution. Dimension:�������� Not to exceed 130 x 130 x 150 mm to fit within laboratory space constraints at NIST. Sole Source Determination The sole source determination is based on the following: The PSG requires the Phantom VEO 1310 high-speed camera to use on the existing LPDT to image the meltpool, either directly or through the scintillator, with a sensitivity high enough to capture the complete meltpool surface or internal boundary without introducing motion blur. The camera will be integrated into the testbed�s control system, capable of operating based on both an internal clock and external TTL triggers. Additionally, the camera must transfer data rapidly to external storage to enable continuous imaging. For purposes of continuity of science and compatibility with the existing LPDT equipment, including existing fixtures, synchronization/triggering systems, data analysis software, and previous research data to ensure research integrity, the Phantom VEO 1310 high-speed camera is the only source available. No other sources are known to exist that produce a high-speed camera with a combination of speed, resolution, sensitivity, and controllability capable of achieving the technical specifications of this requirement. The Phantom VEO 1310 high-speed camera must be purchased directly from Vision Research, Inc. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is NOT a solicitation. Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than 4:00 PM, Eastern Time, on the 5th business day following release of this notice.
