- Description
- The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a single source basis and award a contract to AMA Analytical Services Inc, 4475 Forbes Blvd, Lanham, MD 20706 in accordance with FAR 13.106-1(b). The Herbert C Hoover Building (HCHB) is the headquarters of the US Department of Commerce (DOC). Completed in 1932, the historical landmark building provides nearly 2 million square feet of office space to the Department as part of the Federal Triangle complex of federal buildings. Due to the buildings age, tenant industrial hygiene needs and complexity of building operations, it is necessary to perform laboratory testing of hazardous materials in solids, liquids, or air. Testing may include but is not limited to mold (spores, viable), drinking water parameters (Laboratory must be Certified to perform drinking water analysis), asbestos (PCM, PLM, TEM), OSHA regulated substances (PELs), hazardous waste/materials analysis and volatile organic compounds in air (EPA TO-15). The objective is to Procure essential laboratory testing/analysis services for various matrices within the HCHB, on an as needed basis. The Contractor shall provide all required laboratory testing media, containers, laboratory certifications, maintain valid sample chain-of-custody (CoC), complete analysis, and a written report of findings. Included in the report of findings will be a copy of the chain-of-custody, laboratory QA/QC (QCP) information and if applicable, current laboratory certifications for drinking water testing. The Contractor shall monitor performance in accordance with their approved Quality Control Plan (QCP). The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor�s QCP is how they will ensure work complies with the requirements of the task order. The Contractor shall always maintain an adequate workforce for the uninterrupted performance of all tests defined within this PWS. Provide services for testing and findings of various types of laboratory test throughout the HCHB. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received prior to the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received to determine whether a qualified source is more advantageous to the Government, a contract will be issued to AMA Analytical Services Inc.
