- Description
- The Savannah District, USACE, intends to issue solicitiations directly to six (6) laboratories that hold certifications for DOD ELAP, NC DEQ, SC DHEC, FL-NELAP, and GA. This requirement is to establish blanket purchase agreements (BPA), with a target of two laboratories, for environmental analytical and laboratory services. The resulting BPAs will be awarded to one (1) Large Business, and one (1) small business. Proceedures used will be FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Aquisition Proceedures).�� The primary objective of this requirement is to provide laboratory analysis of aqueous and soil samples using laboratories that are NELAP certified for all states within the Savannah District AOR which includes Alabama, Florida, Georgia, South Carolina, and North Carolina.� Laboratory must hold NELAP certification approved by each State for all EPA Methods listed the scope of work. Certificates must be provided. Provide the analysis of groundwater samples as outlined in the attached tables. Laboratory must provide the technical manager with a list of the detection limits (DL) or method detection limits (MDL), limits of detection (LOD), and limits of quantitation (LOQ) for all methods and analytes listed in attached tables for groundwater matrices in order to be considered. Laboratory must show that any LOQ is below the 15A NCAC 02L.0202 (2L) Groundwater Quality Standards (https://files.nc.gov/ncdeq/documents/files/15a%20ncac%2002l%20.0202.pdf). If no regulatory value exists under the 2L, please use the EPA Maximum Contaminant Level for all methods listed in the attached tables for drinking water or EPA Regional Screening Levels for Resident Tap Water (THQ=0.1). If no regulatory value exists for an analyte or method in aqueous matrices, the lab may use in-house standards. If the required LOQ is not commercially available, the lab may use in-house standards. Laboratory must provide analytical results for the methods outlined in the tables in the scope of work and in accordance with each method�s respective table in appendix B of the DoD/DoE Consolidated Quality Systems Manual (QSM) for Environmental Laboratories v6.0 (or newer) and the certified and approved eQAPP. Laboratory or any subcontracted laboratory must meet all LCS, MS, and surrogate recovery requirements as defined by Appendix C of the DoD/DoE Consolidated Quality Systems Manual (QSM) for Environmental Laboratories v6.0 for all methods listed in the attached tables.� For any analyte or surrogate not listed in Appendix C of the QSM v6.0 or newest version, the laboratory may use in-house acceptance criteria. Deliverables include pre-printed bottle labels, written reports, shipment of bottles/coolers, and electronic data deliverables.�
