- Request: Recompete of NLIC and TAIS Hotline Current Contract Number: 68HERH19C0007 Pre-solicitation Synopsis The U.S. Environmental Protection Agency (EPA) has a requirement to establish a single award to operate the National Lead Information Center (NLIC) and TSCA Assistance Information Service (TAIS) which respond to inquiries and provide TSCA-related and lead-related technical and public information materials to federal, state, and local governments, the public and private sectors. EPA will provide general management for the monitoring, implementation, and development of this contract. Award is anticipated for base plus four (4) year option period. A draft Statement of Work (SOW) is included with this posting. In addition to pricing offered, the Government�s evaluation of proposals will include an assessment of each offeror�s technical approach and past performance. All non-price evaluation factors, when combined, are significantly more important than price. This acquisition is being conducted under Required Sources under FAR Part 8.704(a)(2)(i). The North American Industry Classification System (NAICS) code is 561422 Telemarketing Bureaus and Other contact Centers $25.5, the size standard for which is $25.5M. All responsible offerors may submit a response, which will be considered by the Agency. Notices of any modifications to this pre-solicitation announcement, including Requests for Proposals and amendments, will be posted on SAM and also be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract post-award actions and documents such as correspondence, tasking instruments and BPA modifications. The use of FedConnect also furthers the EPA�s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Vendors can register with FedConnect at www.fedconnect.net/FedConnect/. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
