UPDATE 26 July 2024: See new spreadsheet Attachment 3 - Pricing Spreadsheet rev3. Use this sheet for your pricing proposals. RFP due 31JUL24, end of day.� UPDATE 25 July 2024: Issue identified with the Attachment 3 - Pricing Spreadsheet. The Contracting Officer has updated the spreadsheet to include a column for monthly pricing, as well as annual pricing. The tonnage rows are ESTIMATES for what we anticipate the tonnage collections to be at those respective sites, hence why they are Time & Material, wheras the Deliverables are Firm Fixed Price. Please use Attachment 3 - Pricing Spreadsheet rev2 as your pricing sheet. RFP extended to 31 July, end of day. Please submit your pricing back to me using this spreadsheet! This removes the need for manual entry, and potential errors.� ""The deliverables are comprised of the lumped costs of the lease/rental containers, the movement of containers, the maintenance upkeep & fuel costs in managing those containers (since you are required to remove them to clean/sanitize the containers a couple times a year), paint them, number them, perform maintenance on them, the cost of the tag/chip, equipment, etc.�� The fuel fees for hauling, would have to go into the deliverables. The tonnage fees (time & material) should only include the incurred landfill fee or tipping/tonnage fees per ton, per month (which we are estimating as a maximum amount per CLIN), because that�s what we use in the monthly invoicing � which is the landfill or weight scale ticket, as the required documentation for billing and environmental reporting.� There�s no fees on the tickets, just tonnage. 1,125 tons is the government's estimate for annual tonnage."" UPDATE 11 July 2024: PWS updated. See Attachment 1 - PWS_rev1. The Question and Answer period has concluded and all answers have been posted. All final attachments have been posted to SAM. Please use these for your proposal development. RFP is due 26 July 2024, end of day.� UPDATE 5 July 2024: RFP extended through 26 July 2024, end of day. The Government is processing industry questions and� updating the PWS and attachments, accordingly. Please check in on this listing for rolling updates. See new Attachment 3 - Pricing Spreadsheet. Questions 1-39 answered below. Other updates will be published as they are finalized.� Questions & Answers:� RFP Section 3.6 states �Section B of the RFP shall be completed and submitted with the vendor�s proposal.� There is no section B in the solicitation. Can the Government please clarify? --�Erroneously named Section B. Please complete Attachment 3 - Pricing Spreadsheet. New RFP published in the attachments of this SAM listing.� PWS Section 6.B Contractor Furnished Containers subsection 7.a identifies �Two (2) CY Capacity/Container w/Specialty Lid�� The Summary of Deliverables table on page 24 of 30 and 1.10 Line Item Listing on page 4 of the RFP show 2 each 6 CY containers for CLIN 0003.� Can the Government please clarify if these 2 containers should be 2 CY or 6 CY? --�updated PWS listed in the Attachments section of this SAM listing.� 1.10 Line Item Listing on page 4 of the RFP and PWS Section 6.B Contractor Furnished Containers subsection 7.b.5 identifies the acronym for DLA Disposition Services as DISP. The Summary of Deliverables table on page 25 of 30 identifies the acronym for DLA Disposition Services as DDSP. Can the Government please clarify the correct acronym?--�updated PWS listed in the Attachments section of this SAM listing.� RFP Section 3.4.A states �A signed RFP shall be included in Volume I.�� Since there is no SF33 or SF 1449 where would the Government like Offerors to provide the signature? -- signature will be required on a cover sheet to the proposal.�New RFP published in the attachments of this SAM listing.� Would you please provide examples of the weight report the current vendor provides?� The tickets initiate from the landfill or the reporting software on the front-end loader trucks.� Each ticket provides the date, customer, container number, and tonnage. The specific ticket information is proprietary.� How do you utilize the container weights that you receive from the vendor?� Two different environmental reports are tallied.� One report annotates the total tonnage and fees (including leasing fees of the container) for each individual customer/CLIN; The other report is far more detailed and annotates the number of pick-ups and tonnage per container which helps to further clarify the amount of diverted/recycled materials removed from the standard waste. What changes have you made with that information?� Trending waste, trending diverted/recycled materials , and container usage.� All information is reported quarterly and evaluated �for continual �environmental improvement and tracked within DLA�s annual sustainability reporting. Are you willing to utilize other solutions other than fork-scales? For example, a dedicated route for a lower price?� No, the environmental reporting is a requirement in DLA. On the pricing sheet, are the quantities suppsoed to be priced on a monhtly basis or annual basis?� �Both- sheet has been updated. On the pricing sheet, should the unit for pricing the estimated tonnage be priced �per ton� collected? YES �Will the Government please confirm that the contractor will bill per the weights from the front load containers that the scales display, totaled, for each container by the specific tennant/command, plus the rolloff ticket weights from the rolloff containers from each specific tennant/command?� YES �Do the roll-off trucks need to have scales on them or will the ticket from the landfill/transfer station be sufficient?� Ticket from the Landfill will suffice, however, all details for date, customer/Tenant, container number, tonnage total, and distinction between regular refuse and diverted materials must be identified on each ticket. PWS_Attachment 1 has the location and sizes of each contianer by tennant, can the Government please identify the containers for the two groups of 6/8 CY containers as stated on page _5 #7; �that will be split into two groups with one group �A� (24 each) emptied on Mondays, Wednesdays, and Fridays, and the other group �B� (24 each) emptied on Tuesdays and Thursdays�?� This will be coordinated once contract has been awarded. Several tennat/commands have 30 CYs listed. Should the �each� price include the delivery, haul, and rental fees for the those containers, and please confirm we are only able to bill when hauled or are we billing per container per month?� Billing must be done per container each month.� Who establishes when they are hauled, is there a schedule?� To be coordinated once contract has been awarded. Page 5 on the PWS lists 2 CY containrs in seciton 7.a. is this a typo? PWS was corrected to read two (2) 6 CY Containers. Page 3 A.6 mentions LTS scales for rear loaders, however we do not see any rear load contaienrs in PWS. Please advise.� Landfill scales and detailed tickets are acceptable for roll-off dumpsters (30 CY�s). We currently utilize two major scale manufacturers on refsue trucks and both indicated that they are not aware of any company in the U.S. that maunfactures a scale on front load vehicles are �legal for trade� and that the LTS model has been retired. The current systems we utilize are used on Army installations and paired with another onboard software provide that when combined are both �on-board weighing system capable of automatically recording (without manual override capability) data collected from a radio frequency transponder device, which is compatible with the indicating element located on the collection containers. The on-board generates a report listing of all individual containers, weight of solid waste, date and time of collection and disposal. "" However, they are not �legal for trade� can the Government please if LTS scales are applicable on the front load trucks? �The scales must be legitimate and legal for trade or �trade approved�, as this provides the government the verification that the equipment has undergone a stringent set of tests to ensure it is sufficiently accurate and fit for the purpose (NTEP certification for accuracy). Consequently, if a trade approved unit undergoes any alteration or repair, it will require re-verification. If the model mentioned has been retired, there are several other models available with comparable data collection (i.e. Spartan, SCI, Walz, etc.).� A �Google� search will assist with various comparable front load truck scales.� Additionally, keep in mind that these scales will add a tremendous amount of capital requirement to continuously have multiple trucks to meet this demand.� Multiple trucks are not required.� There are only 48 front-end loader containers on the Base, and again, these can be split into 2 groups and emptied on different days. One truck equipped with the onboard scale is sufficient in operating 5 days a week.� The 18 roll-off�s do not require an onboard scale, as the landfill can provide the tickets and details necessary for invoicing and monthly reporting. If �legal for trade� scales are not removed how often is the contractor required to be inspected by the National Type Evaluation Program�s Certificate of Conformance for Weighting and Measuring Device, National Institute of Standards and Technology, U.S. Department of Commerce?� Again, �Legal for Trade� defines that the product is acceptable and appropriate for commercial use.� Re-inspection would be required if the scale required repairs.� The scale and software would still be required to meet all standards for commercial operations, and is also required to meet all commercial safety standards, as well as accepted for use on DSCR via the Security & Emergency Services Division. �The US Department of Commerce inspects the scales when manufactured. �Regular, preventative maintenance is necessary to keep all equipment and vehicles to standard.� As an FYI, all contractor vehicles working and operating on DSCR are subject to random compliance inspections by the Security & Emergency Services Division, Health & Safety Division, as well as the Environmental Division. Do the current containers have RFID (or indicating element) tags installed on them?� No, but an RFID tag is permissible via pre-authorization if it is only providing data to the weight scale on the container number (not the geolocation), accounting assignment, and waste weight . IF, there are not RFID (indicating element) tags on the containers, who will install them and what manufacturer, style, brand, make, model should they be? �The containers are owned by the provider, the RFID tags would be the providers responsibility to purchase and install.� The RFID tag is the responsibility of the refuse provider, if RFID tags are pre-authorized by DSCR. Would geofencing each container and attaching the weights to that container be allowed vs RFID/indicating element?� NO. Would the Government consider removing the scales because the juice (cost of scale equipment, backup scale equipment, administrative burden) does not seem to be worth the squeeze (weights for a handful of containers) since this is a relatively small amount of containers to weigh and most commands do not have that much tonnage to begin with. Would the Government consider allowing the contractor to bill the tenants/commands on a fixed/average tonnage amount monthly instead? ��NO. Will the Government consider hosting a site visit?� NO Will the Government confirm all containers are refuse containers?� NO, there are containers used for Diversion/Recycling (Pallets, Wood/Brush/Leaves, Concrete). Will the Government confirm that there are no 30 CYD or 40 CYD compactors on this solicitation. If they are, please list them, provide specs, and pictures.� NONE Will the Government confirm that all containers will be painted manor brown?� Contractor is responsible for providing containers and painting them (please read the PWS in detail). Will the Government please confirm on the signage is where the AVN (green), DDRV (blue), DDMA (red), VaARNG (orange), NHHC (yellow), and DISP) should be listed on them and not actually paint the whole container that color?� A tag color on each container is sufficient. Will the government confirm that the transition is a 30 day phase in? Phase in not to exceed 30 days from contract award. Who is the incumbent and what is the contract number?� N/A Will the government consider 6/8 slant style containers with no sliding doors?� NO, the sliding doors greatly assist for depositing refuse into that container. Will the government provide specs and pictures of the specialty lids?� No, they will have to be measured by the Contractor. Our trucks have cameras installed inside the cab and on the outside. We use this as a training tool for our drivers. In the PWS, states that cameras are prohibited. Will the government accept a cap over the camera while operating on post acceptable?� - YES Please provide historical data of the number of �no cost� special pickups and �no cost� container movements the Government has ordered in PWS Section 8. 2.F on page 9.� Special pickups or a dramatic change in service would be covered under Modification after award. We cannot quantify the unknown. Is the scope of work for this solicitaiton the same as the previous or are there additions/deletions/changes? -�Minor Changes. Please read the PWS thoroughly.� What type of lids do the 6 yard containers have? It lists speciality, please explain or provide a photo. -�Specialty - must be measured by provider for proper fit. What is the service level on the 2- 6 yard containers? -�Reference PWS Section 6B and Section 8 How many hauls do each of the 18- 30 yard open top containers have each month?� -�Hauls vary based on usage and operations on site. There have been extensive changes over the past few years and the frequency and tonnages change reguarly.� What is the average weight of the 30 yard open tops per haul? Can you please provide a tonnage report for the 30 yard containers? -�Tonnage reports change frequently. Past data is not a good benchmark because of workforce changes during COVID Please confirm the service level for the 8 yard containers. -�Reference PWS Section 6B and Section 8 COMMERCIAL SERVICES REQUIREMENT This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This commercial service acquisition is being conducted in accordance with the regulatory authority of the Federal Acquisition Regulation (FAR) Part 12. �The RFP is issued on an unrestricted basis. The North American Industry Classification System (NAICS) Code is 562111 and the small business size standard is $47M. Partial proposals will not be accepted. will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, found here: https://www.acquisition.gov/. The anticipated period of performance is 1 October 2024 � 30 September 2029. Place of performance is Defense Supply Center Richmond. Inspection and Acceptance point is Destination.
