- Federal Law Enforcement Training Centers (FLETC) Electronic Health Record (EHR) System REQUEST FOR INFORMATION (RFI) Release Date: 7/26/2024 Response Date: 8/9/2024 70LGLY24FLETCEHR REQUEST FOR INFORMATION (RFI) ONLY: This request for information is for planning purposes only, and does not constitute an Invitation to Bid, Request for Proposals, Solicitation, or Request for Quote, or an indication that the Government will contract for the items in this RFI.� The Government does not intend to pay for any information submitted as a result of this request.� The Government does not reimburse respondents for any cost associated with submission of information being required or reimburse expenses incurred to interested parties for the responses to this RFI.� Any responses received will not be considered nor used as a proposal. The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is conducting market research for the purpose of identifying possible sources, gaining a greater understanding of the full range of available options in the marketplace and the availability of a Commercial Off The Shelf (COTS) Electronic Health Record (EHR) system to support the healthcare needs of FLETC students and staff. The system should include the following: Practice Management Software to manage appointment scheduling, patient record management, and reporting Track patient information and manage electronic health records The system shall enable effective access to crucial raw and synthesized data enabling FLETC executive leadership and managers to make quick and sound management decisions in support of the FLETC mission. The Government requires the system to be hosted in a FEDRAMP certified, compliant cloud environment that receives additional approval from FLETC CIO or on-site at FLETC Glynco. If on-site, the vendor shall be required to provide FLETC approved hardware necessary for hosting the system. Patient data protected and HIPAA compliant This is an RFI released pursuant to Federal Acquisition Regulation (FAR) Part 10 � Research and Part 15.201(e).� This RFI�s purpose is to obtain market information on viable sources, industry practices, and industry comments.� The anticipated NAICS codes for this effort are 513210 � Applications development and publishing, except on a custom basis, and 541511 � Custom Computer Programming Services. Background: The FLETC headquarters is located at Glynco, Georgia, with additional training delivery points in Artesia, New Mexico, Charleston, South Carolina, and Cheltenham, Maryland. FLETC provides career-long training to federal law enforcement professionals and has grown into the Nation's largest provider of law enforcement training since it was established in 1970. FLETC's goal is to provide world-class law enforcement training to its students. The students represent DHS and more than 100 federal partner agencies and state, local, and tribal law enforcement officers. Additionally, FLETC's impact extends outside our Nation's borders through international training and capacity-building activities. More information about FLETC can be found at https://www.fletc.gov. Requirement Overview: The Consolidated Appropriations Act of 2020 mandated the development of an agency-wide Electronic Health Records System.� FLETC has a need to maintain medical records of students and staff and to share this information across DHS and with participating agencies where appropriate.� In addition, an Electronic Health Records System would allow FLETC to provide better care and continuity to students and staff visiting FLETC sites by tracking allergies, medical conditions, religious/cultural exemptions in a single location with data following the person even if they change employment. FLETC is interested in obtaining responses to the RFI from prospective offerors that could provide an application that supports FLETC�s requirements.� The Government encourages the responders to this RFI and prospective offerors to propose the most innovative, cost-effective method in achieving the desired objectives and results.� If the proposed application meets some, but not all, of FLETC�s requirements, prospective offerors should propose a path to meeting most, if not all, of FLETC�s requirements including the proposed process, application implementation schedule and rough cost to achieve the requirements. Objectives: FLETC is seeking industry feedback on any and all existing tools that may be configurable and/or expandable to implement a commercial off-the-shelf, end-to-end Electronic Health Record (EHR) system.� This system should be similar to the current systems used in medical facilities nationwide 24/7 with a focus on being utilized in a training environment, but with the ability to accept modifications capable of meeting the specific needs of FLETC, including interoperability with other FLETC and external IT systems.� It is also important that the application be flexible and adaptable, and capable of being updated or modified to implement additional functional capabilities in order to meet FLETC�s needs. While billing is typically an inherent component in an EHS, FLETC offers students and staff health services as part of the training cost to their agency. In support of the system, FLETC anticipates the vendor will provide any required engineering, system design, or development required.� This RFI requests specific information from vendors regarding their potential to meet the requirements in the format of a narrative that addresses corporate information, solution context, and responses to critical business requirements. The offeror should provide recommendations of Electronic Health Record applications that can be maintained and supported to include specific security measures leveraged to manage and monitor access to protected health information.�� The offeror�s recommendations must consider the ability to successfully achieve an Authority to Operate as prescribed by the National Institutes of Standards and Technology (NIST) Special Publication 800-53 revision 5.� �� Responding to this RFI: Requested Information: FLETC is open to any solutions for replacing current application technologies that would streamline maintenance, enhance capability, reduce complexity, reduce costs or improve customer service. Industry representatives wishing to reply to this RFI should submit capability statements by the time and date established below. Responders are solely responsible for all expenses associated with responding to this RFI.� Responses to this RFI should be sent electronically, subject line: 70LGLY24FLETCEHR, to Lynda.A.Bush@fletc.dhs.gov.� If including proprietary information in this response, ensure proprietary information is marked appropriately.� Questions regarding this request shall be sent in writing to Ms. Bush at the aforementioned email address.� Responses to this RFI are requested no-later-than 4:00 PM, EST, on Friday, August 9th, 2024. An industry day may be planned as part of the market research to this requirement and responding to this RFI will ensure you are informed and invited to attend in the event an industry day is scheduled. If interested, please submit a written response limited to 10 pages addressing the following: Please refer to the following Items for specific questions/criteria that FLETC is looking for Industry to provide answers to in their responses: Detail your company�s approach for meeting requirements and how seamless configuration and support will be managed and provided. Is your software sold modularly or does it need to be purchased as a complete package? What functions are available? Can you add functionality as the need grows? ? Practice Management ?� Schedule Appointments ?� Audiogram/Lab Work/X-Rays - Prior to meeting with provider ?� Be able to notify Safety and COR/MLO when MSP steps are completed through the provider visit.��������� ?� Be able to notify Safety and COR/MLO when scheduled appointments are missed or not scheduled at all ? Inter-office messaging ? E-prescribing ? Lab viewing/reporting/graphing ?Ability to run reports on diagnoses codes, trends, etc. ? Other: What operating platform does the product work on? Is the product used anywhere in a multisite implementation? Will your company guarantee in the contract that the software will comply with all current and future Federal and State mandates? Health Insurance Portability and Accountability Act (HIPAA)? Does the software have a Health Level 7 lab interface? How are the licenses issued? Concurrent user versus per practitioner? What is the cost per practitioner (or concurrent user), for the entire package? What does the price include? ? Software ? Hardware ? Training ? Maintenance ? Upgrades/further training/maintenance ? Travel for your employees ? Other How much will ongoing maintenance and upgrades cost? Can your software interface with a PMS? Lab systems? Is there an added cost for these interfaces? Does vendor have a solution for collecting HIPPA sensitive/compliant medical information for system entry prior to student�s arrival? What existing interfaces are up and running? Does your system include any database reporting tools or special links to popular reporting products that run under Windows? Which ones? Please detail your recommended hosting environment and how that environment will meet DHS requirements for data protection.
