Notice Number: 145034240107SM Notice Type: Sources Sought Synopsis Title: Industrial Physics PM710 Bench-Top Paramagnetic Oxygen Analyzer Response Date: August 7, 2024 This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Earth Systems Research Laboratories (ESRL), Global Monitoring Laboratory (GML) has used a Beckman E2 paramagnetic oxygen analyzer to measure the percent oxygen in gas cylinders containing natural air or a mixture of oxygen and nitrogen (synthetic air) since the mid-1980s. The Beckman instrument has failed and is not repairable due to its age (~40 years old). The Industrial Physics PM710 has performance characteristics that are comparable with the current Beckman instrument. The GML needs a new bench-top paramagnetic oxygen analyzer like the PM710 in order to maintain continuity with previous work conducted over the last 30 years, and maintain a similar level of uncertainty in calibration work related to measurements. INTENDED USE/PURPOSE: The Industrial Physics PM710 paramagnetic oxygen analyzer is the bench-top version of the PM700 series instruments. The instrument utilizes a magneto-dynamic (dumb-bell) transducer for high performance oxygen analysis. It has a performance level of less than or equal to 0.05% precision on percent level oxygen, which is required to ensure the continuity and similarity within GML�s research. �This is the only known instrument that can meet the Government�s needs, and this notice�s intent is to identify any other products that meet the full requirements listed below. The North American Industry Classification Code (NAICS) is 334516 with a size standard of 1,000 employees. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm�s capability and experience meeting the requirements herein and include your firm�s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non-profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above.
