- Description
- Notice Number: 145036240036SM Notice Type: Sources Sought Synopsis Title: LNI Swissgas Sonimix 4001 Ozone Generator Response Date: August 7, 2024 This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Earth Systems Research Laboratories (ESRL), Chemical Sciences Laboratory (CSL) has multiple ozone measuring research instruments and conducts projects that require measurement of ozone from the surface to the stratosphere. Ozone is an important trace gas species in Earths atmosphere. The ozone layer in the stratosphere is critical for protecting Earths surface from harmful UV radiation, while at the surface ozone is a criteria air pollutant which negatively impacts both human health and the environment (e.g. crop production). Due to the strong gradient in ozone mixing ratios between the upper troposphere (UT) and lower stratosphere (LS), ozone is also a critical measurement for characterizing the atmospheric state in UTLS studies. A primary standard (PS) ozone generator is necessary to regularly calibrate these instruments to ensure research data quality. INTENDED USE/PURPOSE: The LNI Swissgas Sonimix 4001 is a stand-alone ozone primary transfer standard able to generate ozone together with dry or wet air allowing it to calibrate the ozone monitors in several points. The instrument uses a pressure regulator, sonic nozzles, and an ozone generator including thermostatisation and regulation by UV light photometer measurement with atmospheric pressure and temperature corrections. It is built with 1 reference UV light detector that measures the UV intensity in alternance without any ozone, and through the generated ozone. This is the only known instrument that can meet the Governments needs, and this notices intent is to identify any other products that meet the full requirements listed below. SPECIAL REQUIREMENTS/ESSENTIAL SALIENT FEATURES: General Specifications: Range: From 10ppb to 10 ppm @ 3 L/min + 10ppm to 35 ppm @ 0.9 L/min Dilution principle: Sonic nozzles and high precision pressure regulators Dilution air: Dry air from internal zero air (option) or external dry air source Generated gas flow: 900ml/min for range 2 Accuracy: 10 ppb to 100 ppb: +/- 2 ppb; >100 ppb: 1.5% relative Ozone repeatability: Better than 1% relative Warm up time: < 45 minutes Stabilization time: < 15 minutes O3 regulation: Measure of the UV light absorption of the generated ozone by UV reference photometer. (US EPA method and Beer Lambert law).Including atmospheric pressure and room temperature corrections Dimensions: 19cm x 36cm, 50cm deep Net weight: 15 Kg UV Section: UV lamp life time: About 10000 hours (with a mean concentration of 1 ppm) Zero Air Section: Life time: Annual preventive maintenance Quality: O3, NO and NO2 < 1 ppb H2O < -40C dew point Communication: Outlet port: Teflon 1/4 Swagelok fitting Electrical Data: Power supply voltage: 230V/50-60Hz 117V/60Hz 100V/60Hz DELIVERY SCHEDULE: Deliver by 60 days after date of award. The North American Industry Classification Code (NAICS) is 334516 with a size standard of 1,000 employees. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firms capability and experience meeting the requirements herein and include your firms name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non-profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise, that any procurement action may be issued for the Governments requirements. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of the submission of contractors information.
