- NOTICE OF ITENT TO SOLE SOURCE. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Dr., Suite 600 Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Delivery Order under FAR Part 8, specifically FAR Part 8.405-6(a)(1)(B) and (C), Only One Available Source. The North American Industry Classification System (NAICS) for this requirement is 339113, Surgical Appliance and Supplies Manufacturing. The Federal Supply Class (FSC) is 6515, Medical and Surgical Instruments, Equipment, and Supplies. The Small Business Administration (SBA) size standard for this sector is 800 Employees. The intended contractor for this project is Aldevra LLC, located at 5865 Venture Park Drive, Kalamazoo, MI 49009, USA. The place of performance is the VA Greater Los Angeles Healthcare System's Community-Based Outpatient Clinic (CBOC) in Bakersfield, situated at 1801 Westwind Drive, Bakersfield, CA 93301. The Sterile Processing Services department has identified the need to acquire two Air Innovations Climate Control Cabinets, model SSC4500DX. These units play a crucial role in maintaining the sterile environment necessary for the processing and storage of medical instruments. Currently, these specific climate control cabinets are standardized across all VHAGLA locations and VA facilities nationwide. This standardization is vital to ensure uniformity in operations and to facilitate compliance with the Joint Commission Accreditation audit requirements. The acquisition of prior cabinets was initiated in response to the Joint Commission Accreditation findings, which highlighted the necessity for consistent and reliable sterile storage solutions across all VA facilities. As mentioned above, the Air Innovations Climate Control Cabinet is the standard, accepted product for this purpose VA-wide. By retaining the same make and model as the other nineteen units already in use throughout the Medical Center, the facility can ensure consistency in the following areas. Uniformity across all units simplifies the management of equipment and ensures that all staff members are familiar with their operation. Having identical units reduces the complexity involved in inventory management, maintenance scheduling, and operational oversight. Standardized equipment allows for streamlined preventive maintenance schedules, reducing downtime and ensuring that all units are serviced efficiently. A single model simplifies repair contract negotiations and execution, ensuring that all units can be serviced by the same provider under consistent terms. Training programs can be standardized, ensuring that all personnel are equally proficient in the use and maintenance of the equipment. Acquiring these two additional Air Innovations Climate Control Cabinets will enhance the operational capabilities of the Sterile Processing Services, but also align with the strategic objectives of standardization and efficiency across the VHAGLA and VA facilities nationwide. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear and compelling evidence that the responding company can provide the same items/services, and that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
