- The Department of Veterans Affairs (VA), Network Contracting Office (NCO)-16, in support of the Michael E. DeBakey VA Medical Center (MEDVAMC) intends to issue and award a Sole Source single award, Firm-Fixed Price type contract with a performance period of one (1) year with three (3) additional, 1 year order periods to Planmatics Inc., 12 S Summit Ave, Suite 325, Gaithersburg, Maryland 20877 for annual software maintenance service on government owned equipment nurse scheduling and acuity system at the MEDVAMC, located at 2002 Holcombe Boulevard, Houston, TX 77030. It has been determined that through initial Market Research, only one responsible source can provide the services required via the attached Scope of Work (SOW) in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements . THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICIATION IS AVAILABLE. This is not a request for competitive offers and no solicitation is available. Market research has determined that these items are highly specialized, are only available from the original source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an anticipated date of 31 August 2022 to Planmatics Inc., 12 S Summit Ave, Suite 325, Gaithersburg, Maryland 20877, CAGE: 1SZ35. The intended procurement will be classified under North America Industry Classification System (NAICS) 541519 Software installation services, computer with a small business size standard in number of employees 1000. Telephone requests will not be honored. No award will be made based on quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to Lekeicia Anderson-Spight, by 4 pm (Central Time), July 31, 2024. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following: Statement of Capability: Submit a brief [five (5) pages or less] capability statement explaining your capability to perform services for the MEDVAMC. Include experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. Business Size and Socio-Economic Status: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if you are Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) verifiable in VIP (https://www.vip.vetbiz.gov ) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://sam.gov . If your company is not (f) and (h), please NOTE: any future solicitation can only be awarded to a contractor who is registered in SAM and in order to receive credit as a SDVOSB or VOSB your company must be verifiable in VIP at the time of award. Authorization to Perform: Prospective non-OEM contractors MUST provide an authorization letter from Planmatics Inc., identifying they are authorized to access and provide annual software maintenance service and updates on the nurse scheduling and acuity system. The intent of this notice is for informational purposes only.
