Description
INTENT TO SOLE SOURCE 36C26324Q1041 Dept. Of Veterans Affairs, VISN 23 Urinalysis Lab Cost Per Reportable Testing. This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a short term, sole source, firm fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Department of Veterans Affairs, Network 23 Contracting Office intends to award a short term, sole source, firm fixed price contract for a period of 6-months to Beckman Coulter, Inc for Urinalysis Lab Cost Per Reportable Testing. There is a contract currently in place between Department of Veterans Affairs VISN 23 and Beckman Coulter for Urinalysis Lab testing that expires on 09/30/24. A new contract is being solicited with the intention of being awarded by 10/01/24. Regardless of who the new awardee is, the current equipment is at end of life and the current equipment will need to be replaced with new awardee s equipment and system. Once the new contract is awarded, a period up to 6-months will be needed to transition from the old equipment to the new contract holder s equipment. The VA intends not to compete this short-term contract which is intended to keep the current system running while the newly awarded contract holder s system is being installed and set up. The North American Industry Classification System (NAICS) code for this requirement is 334516 and the service code is 6640. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Beckman Coulter Inc. is the only vendor that can provide the requested supplies without changing out the entire current system. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to Joseph.Bennett@va.gov 4:00 PM Central Time, August 2, 2024. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
