- Construction Manager as Constructor (CMc) Services for the Phases 2-5 Repairs and Alterations Prospectus for the U.S. Courthouse in Clarksburg, West Virginia. The Phases 2-5 Repairs and Alterations Prospectus for the U.S. Courthouse in Clarksburg, West Virginia. Project scope consists of major renovations to the interior finishes, mechanical, electrical, and plumbing (MEP) systems, stairs, and elevators. The project specifically includes the renovation/construction of a new district Courtroom, Judges Chambers, visiting Judges chambers, clerks� space, grand jury room as well as modifications to the existing Judges elevator. The project also includes renovations to the USMS space including the control center, holding cells, modification to the existing prisoner elevator and administrative space. There will be major structural upgrades to the building including but not limited to the creation of a new secured corridor on the 2nd floor. The project also consists of Hazmat abatement. The Government intends to deliver this requirement through the CMc project delivery method to manage and execute a construction project utilizing a Guaranteed Maximum Price (GMP) contract with Construction Contingency Allowance (CCA) and shared savings. In consideration for, and upon condition of, the Contractor's completion of the Design Phase Services, GSA shall pay the Contractor the firm-fixed-price for Design Phase Services, subject to the terms and conditions set forth in this Contract.� If the GMP Option is exercised, then the Contractor shall be required to complete the Construction Services.� In consideration for completion of the Construction Services under the GMP Option, the Contractor shall be entitled to the allowable cost of performance not to exceed the GMP, subject to the terms and conditions set forth in this Contract. The construction work includes all construction work on the project, including the Work performed under the GMP Option, any firm-fixed-price options, or any Contract modifications for construction work. Any construction work performed under this Contract includes all labor, materials, equipment, tools, water, heat, utilities, transportation, and other facilities and services necessary for the proper execution of the construction work described in and reasonably inferable from the Contract Documents, whether temporary or permanent. Substantial Completion. If the Government exercises the GMP Option, the Contractor shall achieve Substantial Completion of the Construction Phase Work, as that term is defined in this Agreement, no later than 906 calendar days from issuance of Notice to Proceed (NTP)) for the Work. �Contract Completion - Construction Services.� Substantial completion to project Closeout shall be 134 calendar days. Solicitation Number 47PD0224R0048 is subject to the mandatory use of a Project Labor Agreement. As such, this solicitation includes FAR 52.222-33, Notice of Requirement for Project Labor Agreement, and an offeror must submit a fully executed PLA with its proposal. Contract award shall be made to the offeror considered to be the best value to the Government considering price and other non-price factors. The technical evaluation factors are listed in descending order of importance and when combined are significantly more important than price. Phase I: The government will evaluate all factors submitted by the offeror during Phase I. All offerors who submit a proposal during phase I will be provided the opportunity to submit a proposal for Phase II. If the government determines that any rating for a factor proposed during phase I is �marginal� or �unacceptable� the government will notify* the offeror of their rating, and that their proposal may not be considered for award. The government will advise the offeror that any proposal information submitted for future phases may not be reviewed if the government determines it is in its best interest. AT THE TIME OF THIS NOTIFICATION THE OFFEROR MAY NOT REVISE THEIR PROPOSAL. Phase II- Price Proposal: The government will issue an amendment to all offerors to provide them with the Final Concept and Program of Requirements (POR). A time and date to receive price proposal will be included with this amendment. Price will be evaluated in accordance with the techniques prescribed in this solicitation. The RFP Package shall consist of the following: Phase I a. Technical Proposal Phase I � Due by 30 August 2024 by 2 PM EST. i. Tab A: Factor #1- Experience (fifteen pages) ii. Tab B: Factor #2- Past Performance (Information Included in Factor 1) iii. Tab C: Factor #3- Cost Accounting Standard Compliance (no page limitation) Phase II Technical Proposal Phase II Due date to be announced via amendment i. Tab D: Factor #4- Management Approach (twenty-five pages) ii. Tab E: Factor #5- Small Business Utilization (five pages) iii. Tab F: Factor #6 - Project Labor Agreement (no page limitation) The NAICS for this procurement is 236220, Commercial and Institutional Building Construction. The estimated total construction cost for the project falls within the range of $40,000,000.00 to $50,000,000.00. A pre-proposal conference/Site Visit shall be held on with the conference date and logistics provided via a project amendment posted on SAM.gov. The purpose of this conference is to provide a briefing on the project and the source selection procedures to be used in making the award. The pre-proposal conference date and logistics shall be provided via a project amendment. The general nature of this requirement will be presented at the conference. Representatives from GSA will be present to provide responses to general questions. Specific questions pertaining to the terms and conditions of the solicitation must be submitted in writing to the Contracting Officer who will issue a formal response in the form of an amendment to the RFP.
