COMBINED SYNOPSIS/SOLICITATION W9127N24Q0105 Willamette Valley Downstream Fish Passage Monitoring Reservoir & Quartzville Creek Sampling � 2025 U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT (CENWP) 29 July 2024 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with FAR Part 13, Simplified Acquisition Procedures, and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W9127N24Q0105 is a Request for Quotes under FAR Part 13 for the establishment of a firm fixed price contract to provide non-personnel services contract to collecting biological information regarding the downstream passage of juvenile Chinook salmon and winter steelhead including the reporting of results. within the Willamette Valley area. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items to perform the requested services as outlined in the attached Performance Work Statement (PWS). The solicitation document�s incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 Effective date 05/22/2024. This solicitation is advertised as a 100% Total Small Business Set-Aside under NAICS Code 541690 Other Scientific and Technical Consulting Services with a Small Business Size Standard of $19M. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award. Period of Performance: Base Period: 20 September 2024 to 28 February 2026 (Reporting period is 2025) 52.212-1����� INSTRUCTIONS TO OFFERORS�COMMERCIAL ITEMS (MAR 2023) � ADDENDUM Quotes shall include the following: 1. Additional submittal requirements based on evaluation factors. Pricing � Pricing � Contractors are to provide pricing for each line item listed above, with a breakdown of estimated costs used to arrive at price to including total estimated profit. The breakdown should provide sufficient detail to allow for Government analysis of labor pool, labor hours and any miscellaneous cost for each task. Past Performance - The offeror shall demonstrate their specialized experience by furnishing at least two (2) projects of similar scope and magnitude to this requirement that was completed as a Prime Contractor or Subcontractor within five (5) years of the solicitation closing date. Similar scope and magnitude are defined as Biological Services as related to the PWS including the evaluating of anadromous fish listed under the Endangered Species Act (ESA) in the Northwestern United States (Oregon, Washington, northern California, Idaho, Montana, and Wyoming) and cover a 1-year reporting period. Limit is 5 pages not to include cover page. Describe any unique conditions and/or challenges and how they were overcome. The Government will review all CPARS and SPRS evaluations regardless of project and may contact points of contact or evaluate any information provided to the Contract Specialist or Contracting Officer to include USACE District Past Performance files. Technical Approach - The vendor will submit a narrative of the technical approach they will be using to complete all required task and any other PWS requirements in the performance of this project. Limit is 15 pages not to include cover page. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items.� For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ. NOTE: This solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS). The NIST score is a responsibility item. Those without a NIST score in SPRS will be deemed NON-RESPONSIBLE and will not be eligible for award. (End of provision) 52.212-2���� EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price Evaluation: The Government shall review acceptable offers by lowest price. Price reasonableness will also be evaluated. 2. Past Performance: The Government will evaluate the offeror�s previous experience, knowledge, skills, and abilities conducting similar types of work, and utilizing the types of equipment necessary for completion of this contract as an indicator of the understanding of and likelihood in meeting requirements of the PWS. Demonstrated experience must be clearly presented and be appropriate for the proposed approach and methodology, data collection, and analysis. � � � �The Government will review all available CPARS and SPRS. Offerors must demonstrate the following minimum acceptability standards. All past or current performance must have overall ratings of Satisfactory or above, or otherwise be determined Acceptable. Any derogatory information may be grounds for an Unacceptable rating. Offerors with no past performance information will receive an �Acceptable� rating for this factor. 3. Technical approach: The Government will evaluate the proposed approach for consistency with the PWS and the likelihood in meeting requirements of the RFQ.� The approach must be clearly and concisely presented, address all RFQ and PWS requirements, utilize tables and figures as appropriate, and cite pertinent literature. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
