Description
This is a combined synopsis/solicitation�for�commercial products�or�commercial services�prepared in accordance with the format in�subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only�solicitation; proposals are being requested and a written�solicitation�will not be issued. Solicitation Number 52800PR240000376 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The complete text of any of the provisions and clauses may be accessed in full at http://www.acquisition.gov/browse/index/far. The United States Coast Guard (USCG) has a requirement to monitor the electrical load at the C5ISC Alexandria's Information Processing Node (IPN). Necessary hardware was installed at C5ISC Alexandria in FY23 and the existing software configuration was modified to allow remote monitoring of the IPN through Vertiv's SiteScan software. This procurement is in support of adding electrical load monitoring hardware and integrating it with the existing Vertiv SiteScan hardware and software so that the electrical load of the IPN can also be monitored. This will allow C5ISC Alexandria to know when utility power is lost or outside of normal parameters, as well as allowing the Branch to identify, evaluate, and report on electrical efficiencies made to the IPN. This practice is currently utilized at C5ISC Kearneysville's Enterprise Data Center and has led to a near 50% reduction in energy costs. Please see the attached 00376 Statement of Work Document for additional details regarding the below scope: The contractor must perform the following: 1. Purchase and install the appropriate electrical hardware to monitor the incoming power feed to electrical panel MDPL17-001. 2. Configure SiteScan software. Site Details: The Alexandria IPN exists physically in one building, with two physically separate spaces labeled L17A and L17B, on the C5ISC Alexandria campus. L17A and L17B share one utility feed through a 300kVA transformer, which eventually feeds an 800A Automatic Transfer Switch and then panel MDPL17-001. See Enclosure (1) New Riser Diagram & Panel Schedules. This acquisition supports the installation of an electrical meter in panel MDPL17-001, and the necessary hardware and software configuration to monitor L17A and L17B's electrical load from the existing SiteScan software. All installation and configuration must be completed without any downtime to L17A and L17B's power systems. Therefore, the electrical monitoring equipment must be able to be installed with live circuits. The following clauses apply: HSAR 3052.204-71 HSAR 3052.204-71 Alt II The task order resulting from this solicitation will be issued as a FIRM-FIXED PRICE task order, awarded to the offeror, conforming to the solicitation, with the lowest price offer. Only qualified offerors may submit quotes. The anticipated award date is on or before 29 August 2024.
