- Description
- The purpose of this amendment is to provide the below answers to vendor questions. Additionally, the deadline for quote submissions is extended from August 2, 2024, to August 9, 2024, by 11:59pm Eastern. Questions and Answers: Salient Characteristic (SC) 1: Question 1: What is the kind of literature must be provided? Laboratory testing of a device against specific pathogens? Or do peer reviewed published scientific studies such as those from VA Cleveland's Dr. Curtis Donskey? What kind of literature will be given heavier weighting: actual laboratory testing or generally accepted scientific studies? Answer: Manufacturer s literature identifying and ensuring the pathogens identified in SC 1 are inactivated by the manufacturer s UV process. Lab testing results are welcome. Follow-up Question 1: If laboratory testing, can you indicate what the parameters should be? For example, testing should show a greater than 4 log reduction of c.diff, but where should a device be positioned vs. the testing discs? 1ft away? 3 ft away? 3 ft from the ground? And for how long should the device's light be turned on at such distance? Answer: Must achieve 4 log reduction or greater within 10 minutes in accordance with the company s operating instructions. (see SC 1 and SC 4) Question 2: If the answer to Question 1 is laboratory testing, does every single pathogen listed be tested against? If yes, is there a specific strain of said pathogens that should be used? Answer: Pathogens should be those addressed in SC 1. Salient Characteristic (SC) 2: Question 1: The robot must have the 'ability for the end user to deploy the robot remotely and send it to disinfect a room(s)'. Please define 'remotely' and what peripherals. For example, using a manufacturer provided tablet to dispatch the robot to a room when the user is in the same hospital as the robot? Or using any smart device, iPhone or Android, or computer, PC or Mac, to dispatch the robot in a medical center to the room in the same medical center from anywhere in the world? Does the user and tablet have to be on the same Wi-Fi network? Or does the user have to be able to control the robot remotely even when not on the same Wi-Fi network? Answer: The manner in which it is deployed is up to the manufacturer. Each facility is different with some having a Wi-Fi network that may be accessed and others that do not. The intent is for an environmental services representative at a given facility to deploy the robot at the same facility. Question 2: Does the robot have to be able to move through a hospital while people are present? Answer: Yes Follow-up Question 1: Are there any safety requirements that must be met while the robot is moving? Such as navigation and path planning must allow for the robot to move efficiently through a space while its lamps are off and not run into people or objects? Answer: Yes, correct. Follow-up Question 2: Are there specific requirements such as the robot must be able to move through changed environments and still find its destination? For example, the ability to navigate to a destination through a hallway that now has many more objects like wheelchairs and beds when it was empty during mapping. Answer: Yes. Salient Characteristic (SC) 3: Question 1: To clarify, what log reduction must be achieved in 10 minutes in a 269 sqft room? Answer: 4 log reduction (see SC 1) Question 2: Do ""all exposed surfaces"" include commonly shadowed and hard to reach surfaces such as the backside of the patient bed headboard that faces a wall? Or the underside of a patient bed? Answer: An exposed surface refers to any surface that is not covered or hidden and is accessible to touch or contact by patients, health care workers, or visitors. The backside of a patient headboard against the wall and undercarriage of a bed would not be considered exposed. Question 3: In this average sized 269 sqft room, are there any objects in it or can we make a calculation on an empty room model? Answer: Represents a standard patient room with bed, equipment, furniture, trash can, etc. Question 4: Dosimeter cards are referenced. What measurement is required to satisfy this requirement? For example, the robot must be able to change all dosimeter cards placed in a room to the 50mJ/cm2 indication color? Or 25mJ/cm2? Answer: This will vary depending on the microorganisms in the room and environmental conditions. Typically, to inactivate bacteria and viruses, 25mJ/cm2 is sufficient and to inactivate spores, 50mJ/cm2 is sufficient. Through this exposure, a minimum 4 log reduction must be achieved. Salient Characteristic (SC) 4: Question 1: Please define the warranty. Should warranty cover user error or user induced damage? If a warranty is called a 'Limited Warranty' but covers the device, its lamps, peripherals, and software for all manufacturer defects but not cover user induced damages, acts of God or other natural disasters, would that satisfy the warranty requirement? Answer: Typical warranties do not cover user error or damage due to negligent operations. The expectation is that through normal use, all components will be covered.
