Description
This notice is a Combined Synopsis/Solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-24-2225636 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04 May 22, 2024. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. The requirement is being competed with a brand name restriction, and with a small business set-aside. The National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID) conducts and supports basic and applied research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases.� Within the NIAID, the Laboratory of Immunogenetics (LIG) focuses on the cellular and molecular mechanisms that underlie the signaling functions of immune cells. Within the LIG, the Antibody Biology Unit (ABU) aims to study antibody responses to infectious pathogens at the monoclonal level. The LIG/ABU is seeking two brand-name stackable floor mount incubator shakers with carbon dioxide and humidity control are vital pieces of equipment required for non-yeast cell cultures and one brand-name additional benchtop shaking incubator that is essential to provide the optimal environment to culture yeast cells and accommodate the expanded yeast-based experimental volume being performed. Both cell culture and yeast-specific cell culture is necessary to identify and isolate monoclonal antibodies against COVID-19. These brand name products are required because they possess he ability to change the orbital throw diameter of the shaking tray. The lab cannot use any product that has a fixed platform throw diameter of 19mm.� A fixed platform throw diameter of 19mm does not meet our specification of a variable/adjustable orbital throw diameter for the shaking platform. The orbital throw of the platform must be changed depending on the flask size, culture volume within the flasks, and type of cell culture being grown. The Kuhner Kelvin+ Benchtop Incubator Shaker provides all the features required by the lab and has the ability to adjust the platform throw between 12.5mm, 25mm, and 50mm. Additionally, the brand name incubators include an access port from the exterior to the interior of the incubation chamber which is necessary to run REES Temperature Monitoring System probes, tubing, and other wires. Another crucial feature is the Kuhner Kelvin+ Benchtop Incubator Shaker is the removable shaker platform. Since the intended use for this incubator is yeast culture, any spill or leak of yeast culture within the incubation chamber creates a high risk for contamination of the yeast libraries. Contaminated yeast libraries are impossible to distinguish without sequencing and the associated cost in time and funding. The ability to remove the shaker tray quickly and easily is essential for complete sterilization of the entire incubation chamber. In addition to these specifications for the Benchtop Shaking Incubator, we determined that additional space is required for yeast culture for both flask quantity and culture volume after two of the laboratory members visited a similar lab. Different flask sizes/culture volumes require different orbital speeds during incubation, therefore requiring an additional shaking incubator. Space is also a significant concern as the yeast research will be confined to a designated room to reduce risks of contamination with the rest of the lab space. Purchasing a different brand of Benchtop Style Shaking Incubator is not feasible because it cannot stack on top of the incubator ordered in previous requests.� The only way to have an additional incubator is to stack two units, which is possible with the second LS-Z Shaker + Kuhner Kelvin Incubator and the associated Stacking adapter for LS-Z. There is no additional floor or bench space in this room.
