SOURCES SOUGHT SYNOPSIS IPE TRACKING NUMBER: 23-40-1000, 23-40-1001, 23-40-1002 NOMENCLATURE: Three (3) Heat Treat Furnaces for aerospace parts. Eurotherm � 3504 Temperature Controller Honeywell � UDC 2500 Over-Temperature Controller Yokogawa � GX20 with 1E/MT/MC/UH/C3/E1/E3/AH/AS Options Chart Recorder CUSTOMER: Tinker Airforce Base The DLA-Aviation is issuing this sources sought synopsis as a means of conducting market research. The government intends to solicit and negotiate to identify parties having an interest in and resources to support this brand name requirement in accordance with FAR 6.302(c)(2) for One (1) Eurotherm � 3504 Temperature Controller, One (1) Honeywell � UDC 2500 Over-Temperature Controller, and One (1) Yokogawa � GX20 with 1E/MT/MC/UH/C3/E1/E3/AH/AS Options Chart Recorder. Potential sources must provide turn-key machine with technical data, tooling and accessories, delivery, unloading and rigging, installation, testing and on-site operator, maintenance, electrical, and mechanical training. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to these procurements is 333517. THIS SOURCES SOUGHT IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Submission Instructions: Interested parties should submit a response to this Sources Sought Notice by August 12, 2024 NLT 04:00 pm EST. All responses under this Sources Sought Notice must be emailed to AVN IPE Market Research at AVNIPEMarketResearch@dla.mil. Email subject line must include ATTN: David O�Donnell, 23-40-1000, 23-40-1001, 23-40-1002, Heat treat furnaces equipped for AMS 2750. Responses should be not exceed ten (10) one-sided 8.5 x 10 inch pages with a font that is no smaller than 10 point as this is not a request for a proposal but only a request for submission of a vendor's capability to perform this requirement. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. DLA Aviation intends to issue 3 separate requests for proposal for heat treating furnaces for aerospace parts. Each furnace will need to be outfitted with the temperature controllers and chart recorders in compliance with the Society of Automotive Engineers (SAE) Aerospace Material Specification (AMS) 2750 � Pyrometry.� The controllers & recorders shall have guaranteed performance to meet the AMS 2750 specification for the operational & testing conditions at the customer�s facility. Interested parties may identify their interest and capability to respond to this requirement no later than the stated closing date/time. Place of performance is Tinker Air Force Base, Oklahoma City DLA Aviation is requesting industry input into the feasibility of the government�s requirements. In your response, please provide: Description of your company�s capabilities, based on the questions below Comments on the attached statement of work. Please identify on the attached statement of work if your company is capable of providing the requirement as written or propose an alternative solution. Please identify your company�s business size in terms of number of employees, and whether domestic or foreign for consideration of solicitation set-aside, and small business subcontracting requirements. Please identify your company�s manufacturer status: Manufacturer/Non-Manufacturing Source. If non-manufacturing source, please identify the manufacturer. Please identify whether your company will partner with subcontractors to complete this requirement. Please provide a basis of estimate to consider the total financial budget of this requirement. Estimates should capture the total procurement requirements, not solely the machine�s requirements.� The specific brands to meet this criterion are: Item Brand Part ID Temperature Controller Eurotherm 3504 Temperature Controller Overtemperature Controller Honeywell UDC 2500 Over-Temperature Controller Chart Recorded Yokogawa GX20 with 1E/MT/MC/UH/C3/E1/E3/AH/AS options Chart Recorder These items are to meet the AMS 2750 for the following conditions: Criteria Furnace #1 Furnace # 2 Furnace #3 Operating Range 250oF to 1000oF 900oF to 2200oF 2200oF to 2300oF 800oF to 1400oF Accuracy Requirement +/- 10oF for 250oF to 1000oF +/- 10F for 900oF to 2200oF +/- 25oF for 2200oF to 2300oF +/- 10oF at 1400oF Acceptance testing is conducted at government�s facility with the cited test procedures, as referenced in the table below. Please comment on feasibility of tests along with your company�s ability to execute the test. Please provided feedback on the applicability and feasibility of the government directed test. The following test requirements will be used in the validation of the setup of the items: Furnace # Test Criteria 1 The furnace workload temperature shall not exceed +/- 10 F deviation from any controlled set-point within the range of 250 degrees Fahrenheit to 1000 degrees Fahrenheit. Survey heating test cycle shall be performed during temperature equilibrium established at 250 F, 850 F, and 1000 F 2 For Temperatures 900oF-2200oF: The furnace workload temperature shall not exceed +/- 10 degrees Fahrenheit deviation from any controlled set-point within the range of 900 degrees Fahrenheit to 2200 degrees Fahrenheit. A survey heating test cycle shall be performed during temperature equilibrium established at 900 degrees Fahrenheit, 1400 degrees Fahrenheit, 1900 degrees Fahrenheit, and degrees 2200 Fahrenheit with a ramp of 40 degrees Fahrenheit /minute to each of the respective temperatures. For Temperatures 2200oF-2300oF: the furnace workload temperature shall not exceed +/- 25 degrees Fahrenheit deviation from any controlled set-point within the range of 2200 degrees Fahrenheit to 2300 degrees Fahrenheit. A survey heating test cycle shall be performed during temperature equilibrium established at 2200 degrees Fahrenheit and 2300 degrees Fahrenheit with a ramp of 40 degrees Fahrenheit /minute to each of the respective temperatures. 3 The furnace workload temperature shall not exceed +/- 10 F deviation from controlled set-point(s) within the range of 800 degrees Fahrenheit to 1400 degrees Fahrenheit. A survey heating test cycle shall be performed during temperature equilibrium established at 800 F, 1100 F, and 1400 F temperatures
