NB685040-24-02811 6695/ 334516 Title:? Carbon Nanotube-coated Pyroelectric Sensors BACKGROUND The National Institute of Standards and Technology (NIST) requires three (3) low-noise, temperature-controlled carbon nanotube-coated pyroelectric sensors and associated electronic controllers to be used for low-level diffuse laser power measurement. Specifically, these pyroelectric sensors are to be used for transferring measurement scales of diffuse irradiance within and between the NIST Low Background Infrared Radiometry (LBIR) facility and the Spectral Irradiance and Radiance responsivity using Uniform Sources (SIRCUS) facility between standards operating at different power levels and wavelengths. In order for NIST to include all sources of uncertainty in these calibration transfers, NIST also requires that the sensors are designed to provide routine hemispherical access to the black-coated pyroelectric element to enable NIST to make hemispherical diffuse reflectance measurements to check for possible errors sources in the transferred optical power calibration scales. NIST has a need for low noise, temperature-controlled carbon nanotube-coated pyroelectric sensors and associated electronic controllers that meet or exceed the following draft minimum specifications: Contract Line Item Number (CLIN) 0001: Description:� The Contractor shall provide a low-noise, temperature-controlled carbon nanotube-coated pyroelectric sensors and associated electronic controllers. Quantity: Three (3) Technical Specifications: The pyroelectric sensor shall operate over a spectral range from 200 nm to 18,000 nm. The pyroelectric sensor shall have a circular active sensor area of 5 mm diameter. There shall be no entrance window in front of the pyroelectric sensor: The first surface that incident light intersects shall be the black coating of the pyroelectric sensor active area itself. The field of view of the active sensor area shall be 180 degrees to enable measurement of the hemispherical reflectance of the sensor active area by the user. That is, the housing for the pyroelectric sensor (when front baffle is removed) shall enable incident light rays from the full hemisphere in front of the sensor to reach the sensor active area without obstruction. This requirement can be met by using a removable front baffle from the sensor package, but in such case the housing shall be designed so that the user can repeatably remove the front baffle and re-install it repeatably during the life of the sensor without damaging the sensor. The pyroelectric sensor shall have a Noise Equivalent Power less than 6�nW/(Hz)^1/2 at 5 Hz Each pyroelectric sensor shall include an independent, dedicated, transimpedance preamplifier. The pyroelectric sensor shall have sensitivity larger than 1 kV/W (root-mean-square) at the output of the transimpedance amplifier. The maximum measurable power shall be in the range 0.5 mW to 1 mW. The output signal rise time shall be less than 0.2 second. The upper roll-off frequency shall be more than 100 Hz upper roll-off frequency. Operating optical chopping frequency shall be from 5 Hz to 10 Hz. The front light-absorbing surface of the pyroelectric sensor element shall be coated with a black carbon nanotube coating/paint that has been shown in the past to provide directional-hemispherical reflectance below 1 % over the entire spectral range from 850�nm to 2,500 nm, and below 2.5 % over the entire spectral range from 2,500 nm to 18,000 nm. As part of the quotation, to be used by NIST in the evaluation process, the vendor shall provide directional reflectance data showing that the chosen coating has been able to meet this specification when applied to other pyroelectric detectors. Voltage response instability shall be lower than �0.01 %. Each pyroelectric sensor shall include an electronic temperature controller capable of maintaining the pyroelectric sensor temperature constant in the range from 20�C to 30�C with instability lower than �0.05��C, and a power supply that runs off standard 110 volt alternating current. The temperature controller/power supply shall be interchangeable between the pyroelectric sensors described above.
