Sources Sought Notice Portable Photosynthesis System Sources Sought #1133662-SS This is a Sources Sought notice Only.� This is NOT a solicitation for proposals, proposal abstracts, or quotations. �This Sources Sought is issued for information and planning purposes only as part of USDA ARS market research and does not itself constitute an RFQ. Background The USDA ARS needs a portable photosynthesis system to be used in the field. Requirements CO2 and H2O infrared gas analyzers must be located in the sensor head, so gas concentrations are measured within the leaf cuvette mixing volume. H2O must be measured with a highly precise infrared gas analyzer, not a capacitance relative humidity sensor. The gas analyzer CO2 signal noise accuracy must be no less accurate than +/-2 �mol mol-1 @ <200umol mol-1 frequencies and the optical bench must be user cleanable to avoid having to return the system to the factory for cleaning. The system must have a Sunlight Readable Touch Screen. The system must be expandable to measure gas exchange and fluorescence simultaneously over the same leaf area with full control of environmental variables. System Fluorometer must support Induction Kinetics with frequencies of 1 Hz to 250 kHz, actinic Light Output 0-3000 �mol m-2s-1 total at 25�C and have saturation light intensity of 0 to 16,000 �mol m-2s-1 at 25�C. �System Red/Blue Light Source must have Uniformity �10% over 90% of the aperture. Instrument configuration and data acquisition must have the ability to be remotely controlled through Ethernet connection. System must have user settable Chamber Overpressure option. Unit must weigh less than 7lbs for ease of handling in the field for several hours at a time. 2.0����� Place of Delivery ����������� USDA/ARS, Barton Hall �������� �� ATTN: Kathleen Deys �������� �� 15 Castle Creek Dr. �������� �� Geneva, NY 14456 ����������� A delivery dock is available at this location. 3.0 ���� Delivery Schedule Items within sixty (60) days after the receipt of the purchase order. The Contractor Shall: This Sources Sought is only for the purpose of identifying potential sources as part of USDA ARS market research. The Government does not intend to make an award based on responses to this inquiry. This notice does not constitute a commitment by the Government. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.�� The purpose of this notice is to obtain information regarding the availability and capability of qualified sources including any Small Businesses; HUBZone small business; service-disabled, veteran-owned small business; 8(a) small business; veteran-owned small business; woman-owned small business; or small disadvantaged businesses.
