Description
The 502d Contracting Squadron intends to award a firm-fixed-priced purchase order on a sole-source basis to the Tobin Center for the Performing Arts (UEID: SLTDVNMHGGJ4) to perform the USAF Band of the West �Holiday in Blue� dress rehearsal and performances.� This annual performance is part of the JBSA Community Outreach strategy, reaching a live audience in the greater San Antonio area to support our civilian and military partnership.� To reach the target audience and achieve the desired results, the performance must occur within Bexar County, Texas.� To support the Band of the West Concert Band, the venue must have a stage size capable of supporting a production of 75 performers. In addition, to reach the maximum audience with each show, the venue must support an audience size of at least 2,100 people. For the safety and benefit of our patrons, the venue shall have sufficient house lighting prior to the show start and later be dimmed during the concert. In addition, the venue shall provide sufficient theatre support staff to ensure that all patrons are provided assistance concerning seating, ticket redemption, restroom location, physical disability access and general inquiries. The minimum hours the venue shall be made available to the Band of the West shall be as follows: December 16, 2024: 0800-2000 December 17, 2024: 1500-2230 December 18, 2024: 1500-2230 The venue shall conduct at least two meetings with Band of the West representatives to coordinate all technical and logistical aspects of the performances. The venue shall include information regarding all concert performances using the facility�s digital billboard. The venue shall promote all concert performances via their web and social media advertising platforms. Mission Salient Characteristics: shall have a minimum performance stage floor area of 120' wide by 50' deep or 6000 square feet shall have a proscenium opening of at least 58' wide by 38' high The venue shall provide an intercom system to support the performers, technical director, theatre house staff and the Band of the West.� The venue shall have a loading area that can accommodate two (2) large equipment box trucks 37' in length and 11'9'' in height. The venue shall provide a parking location and parking permits for one (1) bus, two (2) equipment box trucks, two (2) Full Size Vans, eight (8) Distinguished Visitors Sedans. The venue shall provide a minimum power supply of 200-amp three phase service with CamLok connections. If CamLok connection is not available, a licensed electrician will be required to tie in the band's electrical �tails� via lug connections to the aforementioned main service.� minimum of four (4) dressing rooms capable of accommodating at least 2 people simultaneously minimum of two (2) additional dressing capable of accommodating at least 25 people simultaneously multiple dressing rooms may be substituted in the case that a single dressing room is unable to accommodate 25 people simultaneously.� For example, four dressing rooms capable of accommodating 13 people can be substituted for two to accommodate 25 people. The venue shall maintain a clean facility and provide cleaning support prior to, during, and after performances. Sufficient building and security support to include private security, San Antonio Police Department personnel, or Fire Marshall personnel as required by the City of San Antonio based on audience size to maintain compliance with all state and local requirements for the 16 December 2024 � 18 December 2024 time-period. When the Band of the West is on site, the venue shall provide adequate security to maintain the of Band of the West equipment for the 16 December 2024 � 18 December 2024 time-period. Sufficient personnel to support all technical operations to include a minimum of 4 stagehands and one lighting/technical director responsible for managing lighting and audio-visual needs. The technical director shall also be responsible for coordinating with United States Air Force Band of the West and/or the contracted television broadcast company to ensure that all performance lighting and audio-visual needs are met for the 16 December 2024 � 18 December 2024 time-period. 1 x Robert Juliat Cyrano 2.5K follow spots with electronic, flicker free ballast and operator for use by the USAF Band of the West from 16 December 2024 � 18 December 2024. Sound Equipment - Full range distributed PA system, tuned and time aligned to provide best coverage of all seating within the venue. (The band will provide all microphones, stands, cables, monitors, consoles) for use by the USAF Band of the West from 16 December 2024 � 18 December 2024 time-period. 20K Panasonic PT-DZ21KU video projector, hard mounted, front projection and configured to project imagery and videos onto the 62' x 36' cyclorama curtain behind the band throughout the show for use by the USAF Band of the West from 16 December 2024 � 18 December 2024. Steinway Baby Grand Piano, with tuning by a registered piano technician prior to the first rehearsal for use by the USAF Band of the West from 16 December 2024 � 18 December 2024. Lighting package to provide full and even coverage of the stage with multiple static or changing colors, as well as special fixtures to provide advanced looks with gobos or patterns.� Multi-colored LEDs embedded in the balcony fascias programed to match the stage lighting color changes to provide the audience an immersive experience to enhance messaging for use by the USAF Band of the West from 16 December 2024 � 18 December 2024. 2 Digitized, Wireless Controlled Snow Machines (Antari SW-250 or similar) with approximately 12 liters of snow machine fluid to be placed on both sides of the stage and to support limited use at one tech rehearsal and two performances for use by the USAF Band of the West from 16 December 2024 � 18 December 2024. Period of Performance: 16 December 2024 � 18 December 2024 The proposed action is for the required service which the Government intends to solicit from one source under the authority of FAR 13.106-1(b)(1).� Interested persons may identify their interest and capability to respond to the requirement NLT 4:00 PM Central, 23 August 2024.� This notice of intent is neither a request for competitive quotes nor a solicitation for offers.� Request for copies of a solicitation in response to this notice will not be honored or acknowledged.� A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
