Description
The Bureau of the Fiscal Service (Fiscal Service), on behalf of Retail Securities Services (RSS) is conducting market research to identify vendors who are capable and interested in providing Microfilm Digitization Services, as outlined in the attached document labeled ""Draft SOO - Mature Unredeemed Debt (MUD) Records Modernization - Microfilm Digitization.� The attached document is a draft of the Statement of Objectives (SOO) for this requirement which includes the draft Overview/Background, Scope of Work, Operating Constraints, Objectives, Deliverables, and other information. Redacted example microfilm images are also attached for reference. See the attached example images: � Numeric Register � Early Series A B C & D_Redacted � E Paper Samples_Redacted � F G J K Series_Redacted � H Series_Redacted In addition to regular bond stubs, the Government may require the digitization of Numeric Register reels. Instead of including an image of the bond stub along with the inscription information, Numeric Registers are simply a list of bond numbers that appear in several columns on each page. Beside each column of bond numbers is a column where dates, codes or status may be recorded. The Government may require the extraction of bond numbers from these reels and whether any information is present directly beside the corresponding bond number. The Government has not yet decided on this requirement but would like vendors to also address their capability to digitize Numeric Register records. The Government may also require �ribbon files� to be delivered in addition to the segmented images and extracted data sets. After a complete reel of microfilm has been scanned, the resulting ribbon file should contain every image in sequence just as it appears on the microfilm. In this way, the ribbon file is a digital version of the microfilm that can be searched manually via viewing software. The Government desires resulting ribbon files to be viewable using Nextscan software. The Government has not yet decided on this requirement but would like vendors to also address their capability to deliver �ribbon files.�
