REQUEST FOR INFORMATION M67854-24-I-5124 Program Manager Combat Support Systems Guided Test Script Sources Sought: All Businesses - Under North American Industry Classification System (NAICS) Code 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. Background Marine Corps Systems Command (MARCORSYSCOM), in support of the Program Manager Combat Support Systems (CSS), is seeking information from Industry concerning adding capability to the Hand Held Radio Test Set (HHRTS). The HHRTS is an at-platform ground radio tester that is used by Marine technicians to test, troubleshoot, and diagnose both the current and future inventory of tactical radios throughout the Marine Corps in both deployed and garrison environments.� � The current HHRTS is mainly used as a manual tester that uses software-driven instrumentation; it allows Marines to choose from a suite of test instruments such as a Radio Frequency (RF) signal generator/receiver, audio meter, power meter, oscilloscope, and spectrum analyzer. The HHRTS is Windows based and has a touchscreen interface that allows Marines to input their desired values and perform tests.� Description This Request for Information (RFI) is being released to query Industry on a software solution to enable the HHRTS to provide an application to guide the end user to build localized, on-demand test routines without any coding knowledge. The application should be easy to learn and use. It should be able to be used without any additional hardware such as a keyboard or mouse. It must work seamlessly over the entire suite of software-driven test instruments provided by the HHRTS. It must allow the user to save and edit test routines. �� Responses to this RFI shall have a comprehensive training program, including Train-the-Trainer, New Equipment Training (NET), Basic User Training, and Mobile Training. Responses Interested parties are requested to respond to this RFI with a white paper in Microsoft Office Word 2016 or compatible format no later than 17 September 2024, 5:00 PM EST. Responses shall be written in Times New Roman single-spaced 12-point font. Responses shall be submitted via email only to Mr. Mark T. Denhup at mark.denhup2@usmc.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.� Industry Discussions MARCORSYSCOM representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, especially any development and/or certification risks. Questions Questions regarding this announcement shall be submitted in writing by email to Mr. Mark T. Denhup at mark.denhup2@usmc.mil no later than 2:00 PM on 20 August 2024. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 13 September 2024 will be answered. Responses to questions received will be posted to SAM.gov. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quotation (RFQ), or an indication that the Government will contract for any of the items and/or services contained in this notice. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Marine Corps is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will NOT pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Responses may not include classified material. Not responding to this RFI does not preclude participation in any future RFP if one is issued. If a solicitation is released, it will be synopsized on the SAM.Gov (https://sam.gov/) website. Potential offerors are responsible for monitoring this site for additional information about this requirement.
