- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: The U.S. Army Corps of Engineers, Albuquerque District, intends to procure One (1) Automatic Sandbag Machine, as part of USACE Regional Asset and will be managed and maintained by SPA Emergency Management Branch under the Operations Division. This will be accomplished on a sole source basis in accordance FAR 13.106-1(b)(1)(i), Purchases not exceeding the simplified acquisition threshold and only one source reasonably available.� A determination by the Government not to compete this proposed requirement is based upon the fact that Express Scale Parts, Inc., is the current parts and manufacturer for the Automatic Environmental Sand Bagging System. USACE has invested significant time training personnel from across the enterprise to increase the number of operators available to deploy with the machines.� Subsequently, this product continuity is critical to the success of USACE flood response missions; acquiring same type of automated sandbag machine should be procured for the Albuquerque District.� Due to the complexity of this machine and operator training, USACE would be unable to commission another company and be consistent and timely in appropriate training for any new machines.� These automatic sandbag machines were procured in 2018 and have become a key part of the HQUSACE Emergency Management Program, used to provide flood response at mission critical times. Express Scale Parts, Inc., Automatic Sandbag Machines are desired for purchase, in support of emergency operations and natural disaster relief assistance, in order to maintain a manufacturer, or other supplier available for furnishing�supplies�or services in case of a national�emergency.�� THIS IS NOT A FORMAL SOLICITATION. This Notice of Intent is not a request for competitive quotations. However, all responsible sources�may�submit a capability statement, proposal, or quotation, which�shall�be considered by the agency. �All submissions will be evaluated for the sole purpose of determining whether competitive opportunities exist. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. All responses received within 15 days will be considered.� Late submissions will not be considered. �Detailed responses to this notice shall be submitted to the following email addresses no later than 2:00 PM (Mountain Daylight Time), September 3, 2024; glenda.d.kohlieber@usace.army.mil. �Telephone responses will not be accepted. If no submissions are received, the government will proceed with the intended noncompetitive action. �An informational copy of the noncompetitive solicitation will be available IAW FAR 5.102(a) on or after (date), but competitive (quotations/bids/proposals) will not be considered. To obtain a copy of the of the noncompetitive solicitation please email NAME at EMAIL. The US Army Corps of Engineers, Albuquerque District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to be eligible for award of a Government contract, a firm must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.� Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
