- The National Oceanic and Atmospheric Administration (NOAA) National Centers for Coastal Ocean Science (NCCOS) Business Support Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Smithsonian Institution to provide services to assess the role of several physical atmospheric and oceanic drivers that influence bay- wide blue crab abundance, recruitment success and overall resiliency, thus informing the overall stock assessment, and future resilience efforts at these scales. Modeling at these scales shall facilitate the development of consistent and reliable resilience metrics, portable to other locations and high priority fisheries in future work. �For this study the contractor will synthesize and evaluate a comprehensive set of blue crab population- level data, focusing in particular on the timing and wealth of data collections, and mechanisms related to: 1) larval dispersal to the coastal ocean, 2) post larval recruitment back into Chesapeake Bay, and 3) juvenile survival and secondary dispersal. Data will then be scaled to local and Chesapeake Bay- wide fishery population metrics, portable to other site locations and high priority areas. The North American Industry Classification Code (NAICS) for this acquisition is 541620, Environmental Consulting Services, with a business size standard of $19.0M. This study requires specific ecological and climatological expertise with specific background expertise in understanding regional climate and weather factors impacting Chesapeake Bay fisheries and habitats. The contractor is part of a unique laboratory devoted to understanding ecosystem related impacts from climate variability and change for sustainable fisheries management and conservation with a particular focus on the blue crab, Callinectes sapidus. The contractor has over 15 years of extensive experience for addressing fishery impacts in the Chesapeake Bay and North Carolina estuarine systems. The data wealth, scientific analysis, and expert interpretation will be needed to adequately quantify temporal and spatial scales for determining critical links between coastal environmental conditions and events, precursors and post-cursors to such events, and connections between those conditions and blue crab fishery recruitment and population fluctuations. Strong ecological expertise and skills related to the comprehensive set of data types, temporal characteristics, trends, and statistics is needed for the work. With the Smithsonian Institution�s research portfolio and expertise, fishery impacts can be efficiently identified, and unique climate- ecosystem relationships identified. The contractor has an extensive and unique working expertise that is needed to fulfill these minimum requirements. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government.
