- VHA Regional Procurement Office-East NETWORK CONTRACTING OFFICE 2 Albany-Stratton/Bath/Bronx/Canandaigua/Northport/Syracuse Medical Centers Hudson Valley/New Jersey/New York Harbor Healthcare Systems WNY Upstate New York Healthcare System Page 2 of 2 Department of Veterans Affairs, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide for a requirement to purchase an Adaptive Conversion Van model Chrysler Pacifica, Braun Ability XT. SERVICES REQUIRED Contractor shall deliver one (1) Adaptive Conversion Van model Chrysler Pacifica, Braun Ability XT with the specifications and features of the Section C. Salient Characteristics of the SOW below. Delivery will be to the VANJHCS EO Campus within 30 days from the date of receipt of the award. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide for this procurement. Please respond with your: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Capability statement must provide detailed and specific information that would demonstrate a capability to perform the tasks or provide items as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 10:00 EST August 28, 2024. Responses to the information requested above may be submitted via email to Anthony.Murray2@va.gov. This Special Notice of Intent to sole source is for planning purposes ONLY. The results of this notice will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. STATEMENT OF WORK Adapted Conversion Van For SCI/D Patients General Information Title of Project: Brand Name Only Chrysler Pacifica, Braun Ability XT Conversion Introduction/Background The VANJHCS EO Campus PM&R/ SCI/D Center Driver Training Specialist has a requirement to purchase Chrysler Pacifica, Braun Ability XT Conversion Van with an authorized vendor. The Training Specialist is responsible for training Veterans with SCI/D or MS whose functional status allows them to safely operate a vehicle and will be purchasing a vehicle (car or van) that can be modified for safe personal use. The screening for training occurs with newly referred Veterans to the SCI/D Center and as part of the annual evaluation for those eligible and able to obtain an adaptive vehicle. VANJHCS PM&R/SCI/D does not have an adapted van for training. This is a Brand Name only requirement. See salient characteristics below. Salient Characteristics This is a request for a Brand Name Only Adaptive Conversion Van, Brand and Model: Chrysler Pacifica. The Contractor must provide delivery of the adaptive conversion van with the below specifications and features to the address in section D. The vehicle must meet the following specifications and have the following operating features: Removable 6-way transfer seat, driver s side Featherlite or Detroit Electronic (MPD/Veigel) interchangeable hand controls, left and right side Complete Tarsus system if its FeatherLite if Detroit Sure Grip Instructor Brake Steering devices with secondary controls integrated Veigel accelerator /brake guard Turn signal extension Gear shift extension Instructors rear view mirror Instructors eye check mirror LED light for errant brake application by driver Driver Training/Rehabilitation exterior signage Place of Delivery: VA Medical Center New Jersey Health Care System, Motor Pool Tremont Avenue East Orange, NJ 07018 Inspection/Acceptance Upon delivery the vehicle the VA Point of Contact at the Motor Pool will perform an inspection of the vehicle in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that all equipment is accounted for in the delivery and that there is no discrepancy with the delivery manifest. Any damaged items identified during the inspection will not be accepted. The VA Point of Contact will inspection functionality of the vehicle and all adaptive features to ensure nothing is faulty.
