- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and another written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C24424Q0956. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-05 effective 22 May 2024, and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at FAR | Acquisition.GOV. This Solicitation is being competed as Unrestricted. The NAICS Code is 621512, and the Product Service Code (PSC) is Q522 with a business size standard of $16.5 million. The NCO4 Contracting Office is seeking to establish an interim mobile PET/CT services as outlined in the Performance Work Statement (PWS). All offerors are advised to thoroughly read submission instructions as there are very specific instructions as what is required to be provided. The anticipated Contract will be a single award firm fixed-price contract to provide the services required. The estimated period of performance (POP) is estimated to be 9/16/2024 to 02/16/2025. Any award resulting from this solicitation will be issued on a Standard Form 1449. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) database. Registration may be done online at: www.acquisition.gov or www.sam.gov. Summary Wilkes-Barre Veterans Affairs Medical Center (WBVAMC) 1111 East End Blvd, Wilkes-Barre, PA 18711 needs interim Positron Emission Tomography (PET) Scan and Computed Tomography (CT) Scan Services at the Medical Center. PET/CT will be required for approximately five (5) months with the option to add additional months if needed. The replacement of the existing in-house PET/CT system will determine the length of stay needed for the interim unit. Approximate dates have been established as 09/16/2024, for mobile PET/CT delivery /setup and 02/16/2025 as removal of mobile PET/CT. Scanning times will be 7:30am - 4:30pm, Monday through Friday, no weekends or federal holidays. WBVAMC is requesting a General Electric (GE) Discovery PET/CT system with a 16-slice CT for seamless transition of WBVAMC technologist competent with the current system they are using. No other brand of equipment shall be accepted. See PWS in the attached solicitation for more details.
