- 1.�� �GENERAL: This is a Request for Quote (RFQ) for a firm-fixed price commercial item contract for new fabricated WEG brake motors for the Wilson Lock project of the Nashville District U.S. Army Corps of Engineers. Delivery of all products shall be delivered no later than November 30, 2024, of contractor�s acceptance of offer. 2.�� �There is a deadline for raising questions pertaining to this procurement. The deadline is hereby established as 12:00 PM Central time on Wednesday, May 22, 2024. All questions must be submitted by email to Samantha Bedard at samantha.j.bedard@usace.army.mil & Samantha Bautch at samantha.d.bautch@usace.army.mil� 3.�� �FURNISHING BRAND NAME OR �EQUAL� PRODUCTS: To be considered for award, quotes containing �equal� products, including �equal� products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristics specified in the technical specifications and the contract line item numbered price quote schedule. These salient characteristics are firm requirements. Quotes containing �equal products� must clearly identify the item by brand name, if any; and make or model number. Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer. Also, clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. The Contracting Officer will evaluate �equal� products based on information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an �equal� product, the offeror shall provide the brand name products referenced in the solicitation. 4.�� �OFFEROR�S QUALIFICATIONS: To establish its responsibility, the offeror may be requested by the Government to submit a statement regarding previous experience in performing comparable work, business and technical organization, and financial resources. The requested statement submitted will have the following: a minimum of one (1) banking reference for their firm and a minimum of three (3) past performance references for similar contracted work. The banking reference shall include the financial institution�s legal name, complete physical address, a point-of-contact (POC) at the financial institution, the POC�s telephone number, fax number, and email address. The past performance references shall include firm�s name, the contract number, the contract period of performance and/or contract completion date, the contract�s aggregate value, a brief description of the project, a POC, the POC�s telephone number, fax number, and email address. 5.�� �MODIFICATIONS PRIOR TO DATE SET FOR CLOSING. The right is reserved, as the interest of the Government may require, to revise or amend the solicitation requirements prior to the date set for submission of quote. Such revisions or amendments, if any, will be announced by an amendment or amendments to this RFQ. If the revisions and amendments are of a nature which requires material changes in quantities or prices proposed or both, the date set for receipt of quotes may be postponed by such number of days as in the opinion of the Contracting Officer will enable the offeror sufficient time to revise their quote. In such cases, the amendment will include an announcement of the new date for receipt of bid. 6.�� �SYSTEM FOR AWARD MANAGEMENT(SAM): All contractors must be successfully registered in the System for Award Management, www.sam.gov, to be considered for award. See FAR Clause 52.204-7, as applicable for requirement information. 7.�� �POC FOR COMMUNICATIONS: Any communications regarding this procurement must be made in writing to the Contracting Division, Attn: Samantha Bedard at email samantha.j.bedard@usace.army.mil & Samantha Bautch at email samantha.d.bautch@usace.army.mil or facsimile: (615) 736-7124. Inquiries must identify the solicitation number, the requestor�s company name, address, email address, telephone, and facsimile numbers to include area code. Requests to arrange meetings at the Nashville District during the solicitation period to discuss project requirements or company�s capabilities are highly discouraged and will not be afforded. 8.�� �CUSTOMARY COMMERCIAL PRACTICE WARRANTIES: Offerors are required to offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. There is no required minimum warranty term past the manufacturer�s warranty. 9.�� �QUOTE SUBMITTALS: The following documents must be submitted in response to this RFQ: 1.�� �Complete Standard Form 1449 2.�� �Complete Quote Price Schedule 3.�� �Solicitation amendments acknowledged if any 4.�� �Representations and Certifications, unless available in SAM 5.�� �Taxpayer ID Number, listed at the bottom of completed quote price schedule. 10.�� �WHERE TO SUBMIT QUOTE: Offerors shall submit quotes to the address listed below. Electronic (email) quotes will be accepted. Hand delivered quotes will not be accepted unless arrangements are made with Contract Specialist Samantha Bedard within 24 hours prior to quote deadline. Current workplace security requirements prevent instant access to outside visitors without providing notice. Receipt of delivery is highly recommended. The Government will accept quotes prior to the due date. It is highly recommended that quotes be received at the address listed below at least one day prior to due date to avoid a possible late quote situation. The Government must be in receipt of your RFQ by the offer due date set forth in block eight of the RFQ (SF 1449). Any additional warranty terms beyond the minimum required by quote schedule line item number 0002, including offers of extended warranties, should be identified separately, and will not be evaluated for the purposes of selecting the lowest responsive and responsible contractor. ***AMENDMENT 0001*** Release name plate pictures of the existing WEG Brake Motors per request of industry. �
