Reagents for The Olink� Signature Q100 system Product Service Code: 6550 NAICS Code: 325413 Place of Performance: Bethesda, MD 20892 POTS: 24-011061 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Olink Proteomics Inc. 130 Turner St. Building 2, Suite 230 Waltham, MA 02453 on a sole source basis for the procurement of reagents for the Olink� Signature Q100 system used by the Critical Care Medicine Department (CCMD) at the NIH Clinical Center (CC) to process samples and for data analysis. The Critical Care Medicine Department currently owns the Olink� Signature Q100 system. This system is a very unique technology that will only operate effectively with genuinely manufactured parts and supplies. The reagents are being purchased to support the B2B project of autoimmune inflammatory myositis interstitial lung disease. This procurement will consist of the following items that must be used with the equipment, Olink� Target 48 Cytokine/Immune Surveillance Bundle reagent kits, Olink� Target 96 Organ Damage Reagent Kits, and Olink� Target 96 Inflammation Reagent Kits. Olink reagents are the only products that are compatible with the equipment, and use of any other reagents would jeopardize the functionality of the equipment. The Olink System reagents are not interchangeable with other manufacturer's reagents. Due to the ongoing research, it is imperative that the Critical Care Medicine Department continue with Original Equipment Manufacturer (OEM) products to ensure that the equipment operates properly and accurately for the outcome of the research. Olink Proteomics is the registered trademark holder and only known distributor of the Olink� reagents. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Tasha Lowe, Contract Specialist, lowet2@mail.nih.gov by the due date September 01, 2024, 12pm and time marked in this notice.
