Description
Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as a full and open competition request for quotes (RFQ), and the solicitation number is 36C24W24Q0224. All quotes are due on 28 August 2024 2:00 PM CST to Sonja.fields@va.gov. The Government anticipates awarding a firm-fixed price purchase order to the offeror submitting the best value quote and specifications that were reviewed on a comparative evaluation from this solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112, with a small business size standard of 1,000 Employees. The FSC/PSC is 6515. The Department of Veterans Affairs, Regional Procurement Office (RPO-W) is soliciting quotes from all sources to supply the San Diego Spinal Cord Injury and Community Living Center with brand name or equal bladder scanners. All interested companies shall provide quotations for the following Verathon, Inc. brand name or equal equipment and supplies: Line Item Description Quantity Unit of Measure Unit Price Total Price 1 0069-0089 BladderScan i10 Premium Config w/System 10 Each The requested brand name bladder scanners must provide the capabilities outlined in the attached Statement of Work. STATEMENT OF WORK SCOPE: VA San Diego Spinal Cord Injury and Community Living Center is requesting contractors to provide brand name or equal equipment that meets or exceed the physical, functional, and performance of the listed salient characteristics in this section. The equipment feature is essential to the technical requirements to meet the need of department. PHYSICAL CHARACTERISTICS: Equipment must have the physical characteristics to enable the government to perform the capabilities: Scanner, Ultrasound, Portable, Urinary Retention Verathon, BladderScan i10 Fully automated bladder 3D volume measurement device. Noninvasively measures bladder volume. Touchscreen display Ultrasound transducer probe A battery charger with rechargeable lithium ion batteries. Mobile Cart. Console includes customizable settings and a saved scans function that allows recall, print, or transfer of saved exams. Volume control adjusts volume up or down. Brightness control adjusts the main display to be brighter or dimmer. Automatically adjust to all patient types with consistent accuracy: male, female, and small child. Measures small volumes precisely and consistently: 0-999 mL Pubic bone indicator Both on-board charging and user-swappable battery enables system to be up and running in a matter of seconds. Designed with custom-blended medical grade materials to withstand fast-kill disinfectants, fully sealed probe and drip-resistant console. Internal memory holds up to 600 exams. No calibration required 5 year factory warranty Size approximately: 14 W x 21 D x 52 H Quantity: 10 FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: Equipment must provide the functional and performance capability as listed above in section in above. SOFTWARE: Included INSTALLATION AND TRAINING: The Contractor shall provide all management, tools, parts, materials, equipment, travel, and labor necessary to provide and install the instrumentation described above. Contractor will be required to provide an on-station in-service on the proper use and setup of the equipment and training to the end user. Training sessions will be coordinated with VA POC. WARRANTY OF EQUIPMENT: Government requirement for standard manufacturer industry warranty term. Government does not accept extended warranty, which requires advance payment. PERFORMANCE: All items to be delivered no earlier than Sept 20, 2024 and no later than Dec 15, 2024. Coordinate scheduling of the in-service with VA POC. Current schedule estimates training to occur in February, 2025 Delivery and receipt of the proposed items is anticipated to be directed to the location identified below. Delivery must be coordinated with VA COR POC prior to any attempts at delivery. Any item that has not been coordinated will be turned away and any additional charges will be the responsibility of the sender/transportation company. Vendor`s responsible for uncrating or unboxing the equipment then removing all trash, and setting up the equipment according to the manufacturer`s specification followed by testing the equipment to verify that it is operational. Equipment installation paperwork & warranty information must be handed to the approved government contact onsite. Vendor shall abide by all rules and regulations set forth by VA San Diego due to Coronavirus (COVID-19) and have their own personal protective equipment (PPE) in use for the time they are on VA San Diego campus grounds. Hours: Normal duty hours are 8:00 a.m. through 4:00 p.m., Monday through Friday, not including federal holidays. Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated COR, POC or designee.
