- Notice of Intent to Sole Source for Non-Human Primates Acquisition of Pigtailed Macaques NIH-SS- 7010214 The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Johns Hopkins University Research Animal Resources. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the instrument as no other source has been identified who can provide the requirement listed below. The requirement is to obtain Non-Human Primates Acquisition of Pigtailed Macaques. This acquisition is needed for the Division of Veterinary Resources (DVR), Office of Research Services (ORS), Office of the Director (OD) to expedite the ordering of nonhuman primates (NHPs). Due to the urgent need to continue ongoing NHP research projects, it is essential that this procurement be in place to facilitate the necessary procurement in an efficient and timely fashion. Based on the time sensitive nature of the research, it is essential that procurement vehicles are available to facilitate the procurement of NHPs in an efficient and timely fashion. This acquisition is time critical due to the quantities of animals required as well as the current limited supply of NHP�s meeting the required research specifications. Additional Supporting�Facts: Centralized purchasing of NHPs is used by DVR & NIAID to: � provide monitoring and oversight of the genetic quality and health status of research animals introduced into the NIH animal facilities; � maintain compliance with various federal, state, and local laws as well as all NIH regulations pertaining to the care and use of laboratory animals; � to assure that all requests for NHPs have all required authorization and to provide an efficient, cost effective, combined purchasing mechanism that can maintain uninterrupted support of the research animal needs of intramural investigators. (See attached Statement of work and justification for additional details) . This notice is not a request for competitive quotes. However, any party that believes it can provide the Nonhuman primates as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), Unique Entity Identification number (UEI number), the Taxpayer Identification Number (TIN), and the certification of business size. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (Lack of registration in the System for Award Management will make an offeror ineligible for award). All responsible sources may submit an offer that may be considered by the Agency. It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
