Description
The Medical Readiness Contracting Office - Pacific intends to award a firm-fixed price contract for the non-personal services of Removal and Disposal of Medical Material for the US Army Medical Material Center, Korea (USAMMC-K), Camp Carroll.� The contractor shall furnish non-personal services for the removal and destruction of medical materials at the US Army Medical Materiel Center, Korea (USAMMC-K), located at Camp Carroll, Korea.� As part of this service, the contractor will collect medical materials from USAMMC-K at a minimum frequency of every three months.� By doing so, USAMMC-K will be able to promptly respond to customer requests for destruction and disposal, while also ensuring compliance with local environment regulation and maintaining adequate disposal capacity. Required qualifications include, but are not limited to: If destruction and disposal occur in Korea:� The contractor shall be authorized and licensed by the ROK Environmental Law Office for the destruction and disposal of hazardous waste material if performance of these services are in Korea. The contractor shall utilize rotary kiln type incinerator(s) with burning temperature over 1,100 degrees centigrade, and with treatment capacity over 2,000 Kilograms per hour, and 48,000 Kilograms per day. If destruction and disposal occur in the US:� The contractor shall be authorized and licensed by the US Department of Transportation (DOT) to transport hazardous waste materials from Korea to the US. The contractor shall be authorized and licensed by the US Environment Protection Agency (EPA) for the destruction and disposal of hazardous waste material if performance of these services is in the US. The contractor shall utilize rotary kiln type incinerator(s) with burning temperature over 1,100 degrees centigrade, and with treatment capacity over 2,000 Kilograms per hour, and 48,000 Kilograms per day. Requirements:� The Contractor shall provide the removal and destruction of medical material required by US Army Medical Material Center, Korea (USAMMC-K) at Camp Carroll, Korea, furnishing all services of supervision, labor, tools, equipment, and transportation. USAMMC-K will provide forklifts and forklift drivers for the purpose of loading medical material onto contractor provided vehicle. Experience:� The Contractor shall provide a qualified Project Manager (PM) and Alternate Project Manager (APM) who shall be responsible for supervising the overall performance of the work. The PM and APM shall be able to speak, read, write, and understand English pertaining to the performance of assigned duties. The PM shall have at least two (2) years of experience as a project manager on the same or similar projects related to this requirement. The APM shall be designated to act for the PM during PM�s absence. Written notification designating the APM shall be submitted for review and approval to the KO and COR 48 hours in advance. The Alternate PM shall have at least one (1) year of experience related to this requirement. The resume for the PM shall be submitted as part of the technical proposal. This requirement is for a one-year period of performance 1 January 2025 � 31 December 2025, plus four one-year options, and the FAR 52.217-8, Option to Extend Services.� The NAICS code for this proposed procurement is 562211 and the annual size standard is $47M.� This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in September 2024.� No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.� The Contracting Officer is Ms. Kanoe Sing-Ching, (808) 438-9539, kanoelani.c.singching.civ@health.mil, and the Contract Specialist is Ms. Charis K. NOTICE TO OFFERORS All sources may submit a quote as applicable.� However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement.� All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.� If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
