- SOURCES SOUGHT NOTICE REPLACEMENT CHARGE AIR COOLER (CAC) AND COOLER/RADIATOR ASSEMBLIES FOR USMC TACTICAL VEHICLES MARKET SURVEY Purpose The Naval Surface Warfare Center Panama City Division (NSWC PCD) is performing a market survey of commercial industries that can be a source for procurement, and/or a source for manufacturer, for replacement Charge Air Coolers (CAC) and replacement Radiator Core/Assemblies for two (2) USMC tactical vehicles. By supporting this effort, you will be enabling the Department of Navy (DON) and the military services to better define current industrial sources, technical capabilities, established improved manufacturing processes and establish requirements for future acquisition decisions. This is the second, in a series of Sources Sought Notices, associated with identification of industry sources that can be a source of procurement, or a source of manufacturer, for various cooling system components for USMC tactical vehicles. Information provided to NSWC PCD will not be shared or distributed beyond other U.S. government agencies without express written consent from the provider. It is desired that you fill out and return the attached form, for each of your products relevant to this topic. Description This market survey is intended to: Assess the availability of current commercial product lines and capabilities as a potential source for procurement for the current coolers. Assess the availability of current commercial product lines and capabilities as a potential source for procurement for the current Charge Air Cooler (CAC). Assess industries� capabilities to design and manufacture a form, fit, functional and ruggedized replacement CAC or Cooler. Assess industries� capabilities to construct the replacement CAC or the Replacement Cooler/Radiator using materials and processes that are more suitable for sustainment, i.e., less susceptible to current Diminishing Manufacturing Sources and Material Shortages (DMSMS) concerns. Assess industries� capabilities to produce a Replacement Cooler/Radiator Core. Assess industries� capabilities to produce a Replacement CAC. The military service is looking for a procurement source for the current CAC and Coolers/Radiator Assemblies or a suitable replacement that is a form, fit, functional replacement for the cooling system components as defined below: CAC Assembly, LVSR��������� ����������� NSN: 2930-01-591-9704 (See Appendix A) Oil Cooler, Transmission, LVSR������ NSN: 2930-01-591-9685 (See Appendix B) Oil Cooler, Hydraulic, LVSR ����������� NSN: 2930-01-591-9676 (See Appendix C) CAC Assembly, MTVR�������������������� NSN: 2930-01-480-7798 (See Appendix D) Radiator Core, MTVR����������������������� NSN: Not available���� (See Appendix E) A detailed description of the current CAC and Cooler Assemblies is provided in Appendix A thru E.� The provided dimensions are notional.� As a minimum, the procurable CAC and Cooler Assemblies and/or the Replacement version of the CAC and Cooler Assemblies must meet the notional physical dimensional requirements, as highlighted in the provided Appendices.� Additional information or details can be provided upon request. Responses Potential offers, with the ability to meet the requirements listed in the Replacement CAC or a Replacement Radiator Core description are requested to provide information on their product line/ product solution as either a Microsoft Word Document or Portable Document Format (PDF) file in memorandum format. Responses to this RFI should include supporting materials that provide a demonstration of your company�s capabilities and experience. �For costs, please provide any applicable quantity discounts.� The following information is requested (indicate if the information is an estimate or actual).� Product Description (including key features/functionality) Physical Characteristics Product History Product Maturity Product Service Life Assessment Product Manufacturing and Sustainment (Estimated years that product will be in production or available for procurement.) Cost (Unit Cost and quantity buy (if applicable)) In addition to illustrating the ability to meet the performance requirements, the following questions must also be answered within this RFI: Is the item currently available in the commercial market IAW Federal Acquisition Regulations Subpart 2.101? If a commercial item exists but does not fully meet the above CAC or Cooler/radiator replacement requirements, please provide an estimate on when an item would be available to meet the identified requirements.
