- THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO FAR 5.203(a), THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO COLUMBIA UNIVERSITY FOR ORAL HISTORY SUPPORT SERVICES The United States Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Afghanistan War Commission (AWC) intends to perform a sole source award to Columbia University, 615 West 131st St Room 254 Mail Code 8725, New York, New York 10027-7922 for Oral History Support Services. AWC requires Oral History Support Services for the Afghan Voices Project to conduct and record oral history interviews that captures diversely situated Afghans affected by the war, provide insight into the human impact of the conflict in Afghanistan, and support the AWC by preparing a report that summarizes the key themes in the interviews and the observations of the research team. The estimated value of the contract will range from $185,000.00 to $310,000.00. The anticipated award will be made under the authority of 41 U.S.C. 1901 under the procedures FAR 13.5 �Simplified Procedures for Certain Commercial Products and Commercial Services.� Columbia University is the only vendor to meet AWC�s requirement as they specialize in conducting scientifically rigorous oral history surveys in Afghanistan.� No other vendor can provide Oral History Support Services at the level of expertise and experience required for AWC due to their established resources in security challenged Afghanistan to conduct the required services. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice via email to whs.mc-alex.ad.mbx.ks@mail.mil with a PDF file, referencing notice of intent number SY080820240831, no later than 11:00 A.M. EST, September 16, 2024.� All information submitted should support the offerors capability to provide the services required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 541720 Research and Development in the Social Sciences and Humanities with a Small business size standard $28 Million.
