- Description
- The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Preservica Inc. on a sole source basis. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below. The purpose of this notice is to inform the public that the NIH, Office of NIH History and Stetten Museum (ONHM) intends to issue purchase order for a period of one year and four (4) option years to Preservica, Inc. to renew its Digital Asset Management System (DAMS) Enterprise Cloud Maintenance. In 2023-2024, ONHM started consolidating its digital documents, in variety of formats, in a single integrated digital asset management system (DAMS) set up and maintained by Preservica, Inc. This project provides continuity and ongoing support for ONHMs new DAMS and allows ONHM to manage its digital holdings in a single, secure space; to improve overall file organization and search functionality; and to detect duplicates more easily, thereby minimizing the rate of growth as its analog and digital collections expand. With Preservicas support, ONHM has spent the past year building, populating, and organizing a new DAMS structure. Preservica offers a DAMS that can interface with NIHs other collection software, provides enhanced IT support and understanding of federal cybersecurity requirements, and preserves documents in a wide range of legacy and proprietary formats. Preservicas repository is constructed to meet not just common business specifications but also industry-held digital library and archival preservation standards, which is an enormous advantage in managing ONHMs archival and museum collections. Award to other than the incumbent would mean not just losing rare features and functions, it would effectively result in a duplication of effort and require significant additional costs to migrate ONHMs thousands of assets to a new DAMS, design and establish a new DAMS structure to fit a new product. This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days afterthe date of this notice unless the Government determines that another company has the capability to satisfy this requirement. Responses to this notice must have the notice ID #SS-NIH-7077027 in the subject line of the email. Please email responses to zetherine.gore@nih.gov no later than 12 p.m. EST on Thursday, September 19, 2024.
