UPDATE POST, EFFECTIVE 18 September 2024 THIS IS NOT A SOLICITATION FOR PROPOSALS OR BIDS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS UPDATED POST The purpose of this updated post is the following: 1. Post the updated DRAFT attachments of the solicitation for this requirement for interested contractors. Reference the table below for the updated list of the DRAFT attachments. NOTE: Original Attachment 09 � Client Authorization Letter has been removed in its entirety. Original attachments 10 thru 15 have been renumbered which ultimately changes the number of the current DRAFT solicitation attachments from 15 to 14.� Due to the data limitations within SAM.gov, the DRAFT documents published on 29 August 2024 have been removed and archived. 2. Updated DRAFT attachments reflect changes since 29 August 2024 and continue as DRAFT documents effective the date of this announcement. � 3. For planning purposes, note that the current contract utilizes 381 Full Time Equivalents (FTEs) to meet the performance work statement�s (PWS) requirements. The Indefinite Delivery Indefinite Quantity PWS and its first issued Task Order PWS to be published includes several new requirements. A contractor should consider these new requirements accordingly. REFERENCE complete announcement and updated attachments for further information.� UPDATE POST, EFFECTIVE 29 AUGUST 2024 THIS IS NOT A SOLICITATION FOR PROPOSALS OR BIDS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS UPDATED POST The purpose of this updated post is the following: 1. Post the DRAFT SF33 Solicitation and its associated attachments for this requirement for interested contractors.� 2. Provide additional instructions, events, and dates. 3. All 17 attachments which accompanied this announcement from 11 January 2024 through 23 August 2024 have been removed from SAM.gov and archived. This was necessary due to SAM.gov�s aggregated file size limitation and the need to post the DRAFT SF33 solicitation and its attachments with this updated post. 4. Reference document titled 'Updated Post_29 Aug 2024_SAM.go' for the entirety of this announcement, updated events, and additional instructions.� 5. All documents provided with this updated announcement can change up till the publication of the formal solicitation..�� UPDATE POST, EFFECTIVE 23 AUGUST 2024 The purpose of this updated post is the following: 1. Post the vendor questions and Government's answers in response to the Government's DRAFT Indefinite Delivery Indefinite Quantity PWS titled 'MW_MD and SDA_IDIQ PWS_DRAFT' and the anticipated first Task Order's PWS titled 'SSPARS TO PWS_DRAFT'.� Please reference the new attachment to this announcement titled 'DRAFT IDIQ and TO 01 PWS_Q and A_August 2024'. 2. The Government anticipates publishing a DRAFT version of its Solicitation along with its attachments for vendors� interest on/about 09 September 2024. One of the attachments included with this PRE-SOLICITATION announcement will include the �Bidders Library�. �Many documents in the �Bidders Library� include Export Controlled, Controlled Unclassified Information (CUI), Controlled Technical Data, and other sensitive documents. Therefore, the Defense Logistics Agency (DLA) requires Contractors to have an active Joint Certification Program (JCP) and an approved DD Form 2345 on file to gain access. The following procedures apply to all contractors wanting access to the �Bidders Library: a) Provide current JCP status and DD Form 2345 to both the Program Manager, Mr. Kenneth Friesz at kenneth.friesz@spaceforce.mil and Mr. Steven Dyer at steven.dyer.5@spaceforce.mil.�� b) Provide two points of contacts� (POCs) email address and contact number via email to the Program Manager and Contracting Officer. c) Once a contractor�s current JCP status and two POCs are received by the Program Manager and Contracting Officer, the information will be validated. If the information provided is found to have an �Active� JCP and valid DD Form 2345 the contractor will be approved to receive the Bidder�s Library. d) The Government will provide the entire Bidder�s Library via �DoD Secure Access File Exchange (SAFE)� (https://safe.apps.mil/) to the contractor�s two designated POCs. Further instructions will be provided to the contractor�s POCs once all the required information from the contractor is received and validated. � e) IMPORTANT:� Interested contractors should provide all above information at their earliest opportunity. The Government plans on issuing its DRAFT Solicitation and associated documents for all interested contractors on/about 09 September 2024. Any vendor who does not provide the above information and is not validated having an �Active� JCP and DD Form 2345 will not be provided access to the requirement�s Bidders Library. f) It is in a contractor�s best interest to obtain access to the Bidders Library as early as possible. There is an extensive number of documents. Approximately three (3) days following the Government�s issuance of its DRAFT Solicitation and associated documents, the Government anticipates disseminating the requirement�s Bidders Library through �DoD Safe� to all contractors who have completed items 2a and 2b above and have been validated by the Government according to item 2c above. For planning purposes, the anticipated dissemination of the Bidders Library is 12 September 2024. g) Contractors who have not completed items 2a and 2b above and been validated according to item 2c above for receipt of the Bidders Library on/about 12 September 2024 are not precluded from submitting a proposal once the formal solicitation is published nor are they precluded from gaining access to the Bidders Library after 12 September 2024. A contractor would still fulfill items 2a and 2b along with the Government completing item 2c thereafter. Fulfilling these three items thereafter would then permit a contractor to obtain access. However, receipt of the Bidders Library would be later than other contractors who had already fulfilled the access requirements. Again, it is in a contractor�s best interest to obtain access earlier than later. 3. The Government will host a pre-proposal conference prior to the publishing of the Government's formal solicitation. This pre-proposal conference will be facilitated through a Microsoft Teams teleconference platform to allow all interested vendors to participate. During this pre-proposal conference, the Government will review and demonstrate certain tools, functions, and instructions of the Solicitation. The Government will also receive vendor questions. a) Potential contractors interested in participating in the pre-proposal conference should email the Government�s Program Manager and Contracting Officer the personnel who will attend, their company, title / function, and email address. The pre-proposal conference date and time has not yet been formalized. Email notification of anticipated contractor / subcontractor participants would be appreciated on/before close of business 05 September 2024. UPDATE POST, EFFECTIVE 24 JULY 2024 The purpoose of this updated post is the following: Provide a DRAFT version of this pending requirement's Performance Work Statements (PWS). Attached is the Indefinite Delivery Indefinite Quantity PWS titled 'MW_MD and SDA_IDIQ PWS_DRAFT' and the anticipated first Task Order's PWS titled 'SSPARS TO PWS_DRAFT'.� These DRAFT versions are for industry's situational awareness and comment. Vendors are invited to provide the Government its comments on or before 07 August 2024.�Provide comments to the Government's points of contacts listed in this announcement via their email addresses.� UPDATE POST, EFFECTIVE 05 JULY 2024 The purpose of this updated post is the following: Provide follow-on information since the industry site visit to Clear Space Force Station, AK, June 11-12, 2024. Please reference the attached updated announcement dated July 5, 2024 and its five (5) attachments for detailed instructions. There are time-sensitive dates which vendors must meet to attend two upcoming dates in July 2024.� UPDATE POST, EFFECTIVE 09 APRIL 2024 The purpose of this updated post is the following: 1. Amend this requirement's listed Product Service Code (PSC) classification from R499 - Support - Professional Other to M1BG - Operation of Electronic and Communications Facilities. 2. Invite interested vendors to attend a two-day Government-hosted site visit at the Clear Space Force Station facility in Alaska vicinity Fairbanks, AK on Tuesday and Wednesday, 11 & 12 June 2024 respectively.� Due to space constraints, the Government will permit the entry of a maximum of two (2) individuals for each attending vendor. Contact / Email the Government's representatives listed in this announcement on or before close of business 30 April 2024 to confirm your company's attendance. Please include� the names and contact information for the two individuals attending on your company's behalf. The Government's responses are considered 'ROUND 1' for tracking and archiving purposes. The Government received iterations of the same or similar question(s).. In these instances, the Government consolidated and answered in a single response. The following documents are included with this posting:� SSPARS Industry Day Briefing_06 March 2024 Industry Day Event Q and A Industry responses are not required as a result of this updated post.� UPDATE POST, EFFECTIVE 06 FEBRUARY 2024 - AMENDMENT OF SOURCES SOUGHT & RFI #4 This notice is amended to ensure 'Attachment 1 - RFI 4 Worksheet for Vendor Responses' is accessible.
