Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06 (eff. 08/29/2024). This solicitation is Full and Open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430, Professional and Management Development Training, with a small business size standard of $15.0 Million Dollars. The FSC/PSC is U006 Education/Training, Vocational/Technical. The Department of Veterans Affairs, Veterans Health Administration (VHA), Midwest Consortium (MIDCON) is seeking to purchase a web-based professional patient safety course for VHA patient safety officers and patient safety managers. All interested companies shall provide quotations for the following: Services Line Item Description Quantity Unit of Measure Unit Price Total Price 0001 MIDCON Consortium (VISNs 10, 12, 15, & 23) Professional Patient Safety Course Per the SOW, Section II, Contract Requirements Estimated Quantities - Priced per attendee (minimum 77) for Virtual Training Contract Period: POP Begin: 09-24-2024 POP End: 09-19-2025 PRINCIPAL NAICS CODE: 611430 - Professional and Management Development Training PRODUCT/SERVICE CODE: U006 - Education/Training Vocational/Technical 77.00 EA Statement of Work Professional Patient Safety Education Course Introduction The U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Midwest Consortium (MIDCON) has a need to assist VHA Patient Safety Officers (PSOs) in receiving patient safety education to strengthen the VHA Patient Safety Program. The contractor shall have an approved Certified Professional In-Patient Safety (CPPS) web-based training course available for professionals to take at their leisure. This should be an advanced educational course to improve job performance of VHA patient safety professionals. The course shall cover a wide spectrum of patient safety and risk reduction topics. Patient safety is an important healthcare topic that requires specialized training for patient safety professionals tasked with leading and improving medical facility patient safety programs. Scope of Work The contractor shall provide a web-based, self-paced set of instructional presentations, videos, slides, or pre-recorded training sessions available for PSOs to take with the ability to start, stop, and continue the training course(s) where they left off. The anticipated number of personnel is 77 PSOs located in the MIDCON area, Veterans Integrated Services Network (VISNs) 10, 12, 15 and 23. This training will not require live instructors and shall include a course certificate showing the participants completed the course and provides, at a minimum, six (6) continuous education units (CEUs) towards educational requirements. Each module offered should last roughly one (1) hour and consist of a combination of videos, PowerPoints, and recorded lectures. However, this course shall not result in any type of Patient Safety Certification or degree. The contractor shall provide non-personal, non-inherently governmental services in support of patient safety education. The course price per participant shall be an all-inclusive price: web-based patient safety course, course materials, module tracking services, assistance in accessing the course and modules, contractor course support services, online course quiz, and course completion certificate for each participant who completes the course. 3. Description of Services The following is a general description of topics to cover in the patient safety education course. 3.1. Web-based training on the contractor s website accessible via a username / password combination or another security measure that controls access to the training material. 3.2. The patient safety and risk reduction education course shall be comprised of a single or multiple modules of instruction that cover the following topics: 3.2.1. The fundamentals of the science of patient safety by discussing topics such as epidemiology, safety culture, communicating effectively with patients, and medication error prevention. 3.2.2. A discussion of patient safety operational issues by identifying systemic problems and implementing proactive measures to enhance patient safety. 3.2.3. The application of the principles of research that address technology and data to improve patient safety. 3.2.4. The culture of patient safety. 3.2.5. The latest scientific advances in the science of patient safety. 3.2.6. Leadership tips and challenges in administering a hospital wide patient safety program. 3.2.7. Examples of real-life case studies of other healthcare institutions. 3.2.8. Systems thinking and design / human factors. 3.2.9. Measuring and improving patient safety throughout the facility. 3.2.10. Patient safety risks and solutions. 3.3. Contractor shall provide a Patient Safety Education course certificate showing the participant completed the course and the number of CEUs. 4. General Requirements Minimum Qualifications: The training course shall meet the following: 4.1. Accredited Training by a National Commission for Certifying Agencies: Currently accredited training course by the Institute for Credentialling Excellence or and equivalent organization. 4.2. Web-based: The ability to access training materials via a contractor owned website 24/7 without the need to download an external program. 4.3. Self-Paced: The ability to take courses as needed when time is allowed by the learners regular duties and not require the use of a live instructor. 4.4. CEUs: Provides a minimum of six (6) continuous education units (CEUs) towards educational requirements. 4.5. Certificate: Issue course certificates to participants who complete the course. 4.6. Point of Contact: Contractor shall provide a Point of Contact (POC) / Supervisor who shall be responsible for assisting and answering questions during contract s period of performance. The contractor POC shall be available via telephone and email, Monday through Friday, 8:00 a.m. until 4:30 p.m. ET excluding federal holidays. The POC shall have authority to answer questions regarding the course or issues in accessing to the course. 4.6.1.
