OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. ANTICIPATED PROJECT TITLE:� FY24 Benelux Construction JOC NAICS: �236220 -- Commercial and Institutional Building Construction PLACE OF PERFORMANCE:� Belgium, the Netherlands, and Luxembourg SOLICITATION NUMBER:� W912GB24R0003 TYPE OF CONTRACT: The US Army Corps of Engineers Europe District (NAU) anticipates soliciting and awarding a Firm Fixed Price (FFP) Indefinite-Delivery, Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). The ordering capacity of the SATOC is not-to-exceed $30,000,000 for the life of the contract. The planned duration for this contract is a total of five years. The Contract will end upon completion of the five-year period or upon reaching the $30,000,000 ceiling. Individual projects issued under the SATOC will contain their own estimated values. There will be no limits on the number of task orders issued or limits on cumulative value ordered in any single year. Task Orders will range from $2,000 to $5,000,000. TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. DESCRIPTION OF WORK: The scope of the Benelux JOC will be real property repair, maintenance, environmental work, asbestos abatement, force protection work, and construction services in the areas identified above. The task orders will primarily address general building renovation, road and pavement repair, and general environmental work. This work includes, but is not limited to, incidental new minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, force protection, and environmental remedial work. The work will be priced and executed using the JOC price book. The geographical region covered under this scope is the international military community in Belgium, the Netherlands, and Luxembourg. This includes Supreme Headquarters, Allied Powers, Europe and NATO. At the Government�s discretion, it may issue requests for task order proposals (not to exceed 30% of the total capacity of this contract) for work to be done on other U.S. Government facilities within the other areas of Germany; but only if capacity on the existing JOC contract is nearing its limit. The Government does not intend to reserve this capacity but instead needs the flexibility it provides. The contractor may, but will not be required to, propose on such request for proposal, which will be within the geographic scope of the other Germany JOCs. SELECTION PROCESS: �The Government intends to select a contractor for award using a best value trade-off source selection process. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. SOLICITATION WEBSITE: Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this, or any U.S. Government contract. Solicitation documents, plans and specifications will only be available via Sam.gov (https://sam.gov/) website. The solicitation will be available only as a direct download. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about Mid October 2024.
