- Phillips 66 Turbine Oil 68 and Shell Omala S1 W 460 for Hoover Dam Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) To facilitate electronic quote submissions through SAM.gov, a request for quote RFQ No. 140R3024Q0099 is being issued subsequent to this combined synopsis/solicitation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2024-06 Effective Date 08/29/2024. (iv) This requirement will be a total small business set-aside and is a brand name requirement. The North American Industry Classification System (NAICS) Code for this acquisition is324191, Petroleum Lubricating Oil and Grease Manufacturing. The small business size standard for NAICS Code 324191 900 employees is $34 Million. Offerors will be verified against this NAICS to determine their small business size standard. Those Offerors that are not considered a small business under this NAICS will not be considered eligible for award. (v) Line item 00010 - 3,301 GAL Phillips 66 Turbine Oil 68 Can be provided in bulk tanker truck or drums as long as the supplier is willing to pump from drums into our system. Line item 00020 - 220 GAL Shell Omala S1 W 460 Deliveries shall be made either via drums or totes. (vi) The Bureau of Reclamation Hoover Dam has a requirement for Phillips 66 Turbine Oil 68 and Shell Omala S1 W 460 (vii) Award is estimated to be around 9/20/2024 and Delivery will be estimated by 10/4/2024. THE FOLLOWING CLAUSES AND PROVISIONS ARE APPLICABLE TO THIS COMMERCIAL ITEM ACQUISITION: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services. In addition to the requirements of the Instructions to Offerors - Competitive Acquisitions provision of this solicitation, each offeror will submit a quote in accordance with the instructions contained in this provision. (1) Offer will complete and submit Standard Form (SF)1449 - Solicitation/Contract/Order for Commercial Items. Pricing must be submitted on the SF-1449. (2) Submit the following information: (a) Unique Entity Identifier (UEI): (b) Contractor E-mail Address: (3) Technical Information Requested: (a) Offeror shall provide documentation the product they are quoting are the brand name as requested (Phillips 66 Turbine Oil 68 and Shell Omala S1 W 460 ). (ix) BASIS OF AWARD: Determination of award will be based on the lowest-priced technically acceptable (LPTA) quote from a responsive offeror. Offerors may provide a quote on one or more of the line items listed above. Multiple awards may be issued if it is in the best interest of the government, based on the pricing submitted.
