- SOURCES SOUGHT Sources Sought Only: This is not a request for bids, quotes, or proposals. This is a Sources Sought notice for the identification of potential vendors capable of providing Personnel Dosimetry Services for the Fayetteville VA Healthcare System, 2300 Ramsey Street, Fayetteville, NC, 28301. A radiation dosimetry program for personnel monitoring services is required by the Nuclear Regulatory Commission (NRC) and the Occupational Health and Safety Administration (OSHA) when employees work with x-rays or radioactive material. Vendor shall provide personnel monitoring services for the Fayetteville Veterans Affairs Medical Center (FVAMC), comprised of the Fayetteville Healthcare Center (FHCC) and Wilmington Healthcare Center (WHCC). This procurement's intent for period of performance is to be solicited as a base year plus four (4) additional option years. The purpose of this notice is to gain knowledge of potential qualified sources and their business size classification (HUBZone, 8(a), small, small disadvantaged, small veteran owned, or service-disabled veteran owned small business) relative to NAICS 541380 (Testing Laboratories and Services (Radiation dosimetry)) and the Size Standard of $19,000,000. Consistent with Public Law 109-461 VA's Veterans First Contracting Program , first priority would be given to Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and Small Business (SB) concerns, should there be sufficient firms available to compete under a set aside if the requirement goes to solicitation. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. Potential vendors should be capable of supplying the following: Program following the guidelines established by the Nuclear Regulatory Commission (NRC) and the Occupational Health and Safety Administration (OSHA) Must supply personnel dosimeters of a National Voluntary Laboratory Accreditation Program (NVLAP) certified type or combination of types Accredited by the NVLAP of the US National Institute of Standards and Technology for radiation testing categories I, II, III, IV, V, VI, VII, and VIII. Dosimeters issued monthly/quarterly Maximum range of reported doses for various energy ranges: Less than 100 KeV photons 100 KeV through 250 KeV photons Greater than 250 KeV up to and including Cs 137, Co 60, and 10 MeV photons Beta radiations Neutrons New personnel dosimeter device delivery within 7 days of record creation Rush shipments delivered within three (3) calendar days Dosimetry devices provided in presorted and individually packaged and labeled containers and return shipping labels provided by vendor Vendor shall provide a means of tracking all unreturned dosimetry devices (whole body and ring badges) Provide information for electronic downloading of all required reports Radiation dose reports, including monthly, quarterly, year to date, and lifetime totals, shall meet the records requirements of the U.S. NRC and OSHA. Interested and capable respondents are requested to provide the information below. Company name, address, point of contact, phone number, SAMs UEI number and DUN s Number List of available products, and business size (small or large business concern). Whether or not they are small business manufacturers of the products they wish to offer, or Whether or not they are distributors of a small business manufacturer Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Again, all respondents shall submit capability statement signifying that they meet the above-mentioned specifications. This is strictly market research, and the Government will not entertain questions concerning this market research survey. The Government will not assume any costs incurred by the contractor in the preparation of responses. Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses should also indicate whether the company is verified by SBA on VetCert Database at Veteran Small Business Certification (sba.gov).
