- THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air System Command (NAVAIRSYSCOM) intends to award a contract to Sikorsky, A Lockheed Martin Company, 6900 Main Street, P.O. Box 9731, Stratford, CT. 06614 for the procurement of a SCHID Software Configuration Change to correct the Software versions. Sikorsky will process and review Government Furnished Information containing supplier software documentation and NAVAIR Engineering integration test report conducted at the NAVAIR Portable Systems Integration Lab to support authorization to incorporate into the production aircraft configuration. This procurement will be awarded on a sole source basis to Sikorsky. Sikorsky is the designer, developer, and sole producer of the CH-53K� aircraft and is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the CH-53K� program. �The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. As a result, only Sikorsky has the unrestricted totality of technical data, unique engineering support experience, and detailed knowledge of the CH-53K� to meet the USN�s requirements. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.�
