- Presolicitation Notice Presolicitation Notice Page 3 of 3 *=Required Field Presolicitation Notice Page 1 of 3 The Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO) Clinical Productivity & Experience Pilot 36C10B24Q0597 *UPDATE Acquisition Strategy* As of October 3, 2024 the intended acquisition strategy for this contemplated effort is as follows: Based on Industry feedback to the market research conducted, the VA will proceed with a Service-Disabled Veteran-Owned Small Business Set-Aside. This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation; therefore, do not submit a quote. There is no obligation for the Government to acquire any products or services described in this RFI. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs (VA), Electronic Health Record Modernization Integration Office (EHRM-IO) and Veteran s Health Administration (VHA) in developing its acquisition strategy and to revise the Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Only electronic responses to this RFI will be accepted. The Government will not pay for any time expended or information submitted in response to this RFI. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Responses are solely treated as information for the Government to consider. Direct or Indirect costs incurred in response to this RFI are at the expense of the vendor, not the Government. In accordance with the Federal Acquisition Regulations, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that may be awarded will not be based on information received or derived from this RFI, but rather on the outcome of a subsequent competitive process. Background The Department of Veterans Affairs (VA), Office of Procurement Acquisition and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, is conducting market research to identify potential sources capable of providing an enterprise turnkey Clinical Productivity and Experience (CPE) solution integrated with the Oracle Health s (OH) (formerly Cerner) Millenium Electronic Health Record (EHR). The VA has deployed the EHR to six (6) VA Medical Centers (VAMCs) and associated clinics. This has highlighted areas for improvement. Currently providers must review patient records in a variety of different application locations within Millenium to make clinical care decisions. The lack of a single location where providers can review patient information leads to provider cognitive interruption and fatigue. The VA anticipates the solution will be a combination of software and services. VA understands that there are multiple solution structures that meet VA s requirements. While VA prefers a contractor-owned, contractor-operated solution - such as a Software-As-A-Service (SaaS) model - VA is open to other solutions architectures. The VA is not seeking proposals to develop software or solutions that require customization or integration development. The anticipated period of performance is a base period of 12-months and (6) six Optional Tasks. The North American Industrial Classification (NAICS) for this effort is 541512. Solution Requirements Overview The successful solution will significantly improve provider satisfaction and reduce provider time interacting with the health record. Key elements of the solution are: Contextual information display: The ability to dynamically filter and present relevant data both patient specific and non-patient specific - based on the patient s condition, the clinician s role, and the current task at hand, minimizing cognitive load and reducing information overload. Personalized dashboards: Customizable user interfaces that present the contextual relevant and frequently used features, patient data (patient s problems, allergies, vitals, histories, medications, procedures and lab, imaging and pathology results), and system notifications (reminders and alerts) based on the provider preferences. Streamlined navigation: Intuitive menus, search functions, and quick links to reduce the number of clicks needed to access critical information, place orders, or document patient care. Interactive visualizations: Graphical representations of data, such as trend charts, medication timelines, or anatomical diagrams, which help users quickly comprehend and analyze complex clinical information. Mobile compatibility and remote access: Support for mobile devices and secure remote access, empowering clinicians to access patient data, place orders, and document care on-the-go or from remote locations. Support for all specialties include behavior health in both inpatient and ambulatory settings. Closely integrate with Oracle Health Millennium so that application is available from within the EHR without additional authorization. Current Environment The VA operates 172 Medical Centers and more than 1100 clinics serving more 9 million veterans each year. Six of these medical centers and associated clinics are currently using Oracle Millennium EHR, which is jointly deployed with the Department of Defense. Proposed Deployment Schedule The VA intends to deploy the solution in a nine-month pilot at the Columbus, OH. VAMC after a successful pre-pilot phase addressing integration, security, and pilot evaluation. The pilot will be used to gather objective data on the provider experience to support a decision on whether to continue the pilot in production and deploy the solution at all production OH EHR sites.
