- CONTRACTING OFFICE ADDRESS: Department of Defense Education Activity (DoDEA), Facitlities Procurement Branch, The Mark Center, 4800 Mark Center Drive, Alexandria, Virginia 22350. INTRODUCTION: The Department of Defense Education Activity (DoDEA) is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Okinawa Total Maintenance Contract (TMC). The result of this market research will contribute to determining the method of acquisition. DoDEA is seeking potential sources for services to be provided by the Contractor for items in the attached draft Performance Work Statement (PWS). REQUIREMENT DESCRIPTION: Agency. The Department of Defense Education Activity (DoDEA), as one of only two Federally operated school systems, is responsible for planning, directing, coordinating, and managing prekindergarten through 12th grade educational programs on behalf of the Department of Defense (DoD). DoDEA is globally positioned, operating 165 brick-and-mortar schools in eight districts located in seven states, 11 foreign countries, Guam, and Puerto Rico. DoDEA employs over 8,000 educators who serve more than 72,000 children. DoDEA also has a fully accredited virtual high school located in Virginia with teaching hubs in Europe and the Pacific. The Department of Defense Education Activity (DoDEA) Pacific South District (Okinawa) is composed of thirteen schools, the District Superintendent�s Office (DSO) and the Student Transportation Office (STO). DoDEA instructional program provides a comprehensive prekindergarten through 12th grade curriculum that is dedicated to attaining the highest student achievement for children of active-duty military and eligible civilian employees. Background. The following maintenance services are required to maintain a safe, healthy, and sanitary school environment for faculty and students within the Department of Defense Education Activity (DoDEA) Pacific (PAC) South District (Okinawa). The government seeks to provide a full service contract to support all operational, management, and preventative maintenance to ensure that PAC South DoDEA school assets are managed in accordance with the objectives and standards outlined within this Performance Work Statement (PWS). Therefore, this requirement calls for the continuous efforts on the part of the contractor to ensure appropriate safety and functionality of all PAC South facilities are maintained throughout the life of the contract. Scope of Work. The contractor shall provide all management, personnel, labor, equipment, tools, vehicles, materials, supervision, subcontracts, transportation, other items/services necessary to perform all operations, maintenance, repair and facility management support tasks and functions for DoDEA facilities as defined in the PWS at the PAC South District Okinawa, Japan. Work shall be performed, and documentation shall be maintained to the standards set forth in this contract, the National Fire Protection Association (NFPA), and all other applicable codes and regulations to ensure full compliance with applicable codes and standards. The contractor will be required to provide and manage a full-service Facility Operations and Maintenance Program (FOMP) for the PAC South District (Okinawa). The major elements of the services required include: Facility Operations and Maintenance Program (FOMP) Heating, Ventilating, and Air Conditioning (HVAC) Maintenance Sports Fields, Playgrounds and Grounds Maintenance Services Non-routine Work Request (under $10,000) Non-routine Work Request (over $10,000) Transition-in/out Desired Period of Performance: �� Base Year: 1 August 2025 � 31 July 2026 ��������������������������������������������������������� Option Year 1: 1 August 2026 � 31 July 2027 ��������������������������������������������������������� Option Year 2: 1 August 2027 � 31 July 2028 ��������������������������������������������������������� Option Year 3: 1 August 2028 � 31 July 2029 ��������������������������������������������������������� Option Year 4: 1 August 2029 � 31 July 2030 Place of Performance: Military Installations across Okinawa, Japan SOURCES SOUGHT: The Government is requesting industry feedback, in hopes that DoDEA can properly support a competitive environment. The anticipated North American Industry Classification System Codes (NAICS) being considered for this requirement is 561210 � Facilities Support Services. If an alternative NAICS code is more appropriate, please provide recommended codes with description and rationale in your response. SUBMISSION DETAILS: All interested firms are requested to provide the capability package consisting of the following information: Company information (Name, Physical/Mailing Address, Unique Entity IT, CAGE Code, Phone No., Website Address); Company point of contact (Name of Primary/Alternate POCs, Title, E-mail, Phone No.); Description of principle business activity; NAICS recommendation for this procurement; Business size and status; and Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements. Interested vendors should submit a response that demonstrates the ability to meet the requirement as listed in the Requirement Description paragraph above.
