- Description
- The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N0001921G0006 on a sole source basis to The Boeing Company (Boeing) for one Fleet Support Representative (FSR). PMA-265 has a requirement for one FSR in support of the Servo-cylinder Test Station (STS) and ECP-6495 STS Electrohydraulic Test Stand Obsolescence Upgrade. This FSR is responsible for technical support of maintenance and repair on the STS bench assigned to Marine Aviation Logistic Squadrons (MALS) 31. This individual will also support MALS-11 at MCAS Miramar, CA and MALS-41 at Naval Air Station (NAS) Joint Reserve Base (JRB), Fort Worth Texas. Boeing is the Original Equipment Manufacturer (OEM) of the STS and NAVAIR requires Subject Matter Expertise (SME) for the STS and obsolescence upgrade. FSR SME requirements include, but are not limited to the following: engineering support, technical support, drawings, parts research, and communicate weapon system performance issues for the development of modified maintenance procedures for design enhancements. The Period of performance will begin on 01 January 2025 and complete on 31 December 2025. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(l), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Boeing is the sole designer, developer, manufacturer, and supplier of F/A-18 C/D Aircraft, STS, and ECP-6495 Electrohydraulic Test Stand Obsolescence Upgrade. Only Boeing possesses the technical data, unique and specialized engineering capability, resources, and subject matter expertise necessary to provide the field service support described above.
